Since 2006, Tullow has had interests in two exploration licences offshore Ghana. Following seismic acquisition and interpretation, Tullow and its partners drilled two successful exploration wells in 2007. The wells discovered the major Jubilee oil field in the Gulf of Guinea’s Tano Basin. The Jubilee Cretaceous turbidite reservoir straddled both licences; Deepwater Tano and West Cape Three Points.

In October 2008, Tullow was appointed as the Jubilee field Operator and set about working with the partners and Government of Ghana on developing the field to bring Ghana its first major oil production. The Minister of Energy in Ghana formally approved the Jubilee field Phase 1 Development Plan and Unitisation Agreement on behalf of the Government of Ghana in July 2009. In November 2010, following a successful development programme, which included the building of a Floating Production Offtake Vessel (FPSO), first oil was achieved from the Jubilee field. This was some 40 months post the initial discovery well which represents the fastest ever comprehensive full scale deepwater development.

Supervises: n/a
Job Purpose: To develop, communicate and facilitate best practice policies & procedures. To work with the HRBPs to provide efficient HR services & support primarily to Takoradi Operations and also to Accra based functions. 
·Responsibilities / Key Objectives: Work closely with HR Services to provide front line support to all staff and management on HR admin mattersContribute to the continuous improvement of HR systems data

Assist in the maintenance and update of the Resource plan monthly.

Provide appropriate and effective advice to managers based on HR policies and procedures.

Lead and coordinate HR engagement activities in Takoradi by working closely with the social committee team.

Partner with the Resourcing Team to deliver timely recruitment and selection of best candidates for the role

Support HRBPs in critical business HR activities.

Supporting the management of performance culture across the business, by working closely with managers to ensure that high performance is recognized and to appropriately remedy poor performance.

Provide support to Managers to create a climate that engages employees.

Prepare HR documentation –induction packs, interview packs, staff assignment/transfer documentation etc.

Create and regularly run reports from Cascade as required.

Lead in coordinating all ‘look and sees’ for new expat hires.

Initiate and progress work permit applications including the review of justification letters and localization templates for manager review.

Support new hires and internal transfers with relocation, immigration, and induction.

Assists managers and employees with the analysis of their development needs and liaise with RDT to source appropriate, measurable interventions to meet these needs.

Update employee handbook and all impacted documentation to ensure it reflects current business policy and Ghanaian Legislation

Assist the staff mobility process for all staff transfers.

Administer, monitor and evaluate the provision of employee benefits and act as first line of support to all employees for any enquiries.

Member and secretary to the Takoradi Leadership

Represent HR at the daily Operational morning meetings in Takoradi

Financial Responsibility: As per Delegation of Authority

Person Specification

Education & Qualification: A good first degree in Human Resources or a related field;Minimum of five (5) years working experience in Human Resource management in a customer-focused business environment;

Relevant professional qualifications and membership of a recognized Human Resource body such as CIPD, SHRM, IHRMP (Ghana);

Background in the oil and gas sector advantageous

Skills: Working knowledge of Ghanaian employment law, ideally with some experience of international employment law/issues.Strong personal customer service orientation and experience of working in a customer-focused HR function.

Knowledge of Performance Management, People Development, talent management & Strong Recruitment Skills

Good understanding of reward practices

Excellent oral and written communication skills, across all levels of the organisation, both internal and external

Extensive knowledge and skill in MS Office Suite

Strong Operational skills

Good financial acumen.

Good systems understanding
