Job Description

Job Title:  Business Development Services and Public-Private Partnerships Specialist
Reports To:  Program Director
Duration:  One Year Contract – Renewable on Annual Basis upon Satisfactory Performance

Global Communities (formerly CHF International) is seeking a Business Development Services and Public-Private Partnerships Specialist for the implementation of key activity components of its “Water Access, Sanitation and Hygiene for Urban Poor (WASH-UP)” program funded by USAID.

The program will provide targeted technical and organizational capacity building and funding to local intermediaries to increase access to improved water and sanitation infrastructure, and promote better hygiene.

ESSENTIAL DUTIES AND RESPONSIBILITIES:
Representation: At the community level this will involve providing technical input to implementing partner NGOs and MFIs. At the local, national and regional levels this will involve scheduling and attending meetings with high-level officials to foster collaboration between Global Communities/Ghana and the public and private sectors in the implementation of projects.

Business Development: This requires formulating and implementing business strategies that will guide and support the development of sustainable SMEs within the WASH-UP target communities. It also includes conducting cost-benefit and market analysis, and preparing business plans that are relevant to the various stakeholders at the community level, and within the public and private sectors of the Ghanaian business community. In addition, it involves identifying private companies (in the food, beverage, and hospitality industries) for partnership in promoting sanitation and hygiene BCC messages.

Advisory: Advise on financial and legal aspects of all PPPs that the organisation may be interested or engaged in. Advise on financial implications of BDS interventions introduced in the WASH-UP communities. Advise on appropriate micro-credit programs and financing strategies to adopt with target communities on the project in order to ensure the development of high-quality and sustainable BDS interventions.

Training: Provide capacity building for BDS team members and NGO partners; document all processes, outputs, and lessons learnt on BDS interventions and PPP activities. Provide periodic technical input in the review of the financing strategies of partner NGOs to put in place a financing system for all aspects of the programs.

Required Skills or Experience

Person Specification
The successful candidate should be smart, able to think outside the box, and will be representing Global Communities/Ghana at local, national and regional level meetings. He/she should also be:

  • Willing to work in slum communities and capable of mobilizing groups of diverse sizes and backgrounds
  • Familiar with USAID/UN funding regulations and WASH trends
  • Confident and articulate, with strong social networks and capable of engaging high-ranking officials in both public and private sectors.
  • Capable of identifying, nurturing, and implementing SMEs (small and medium-scale enterprises) within the context of WASH activities
  • Possess sound knowledge and understanding of institutional policies and procedures on administration and procurement in public and private sectors.

QUALIFICATIONS:

  • A first degree in Public Policy/Administration, International Development, Economics, Finance or related field with 7 years working experience in same; or 3 years working experience in the case of a masters’ degree in a relevant discipline.
  • Understanding and knowledge of corporate social responsibilities and development/investment trends in Ghana;
  • Proven experience in designing micro-credit  related programs with skills in group mobilization, training, linkage to credit and management;
  • Previous experience working in advisory roles or similar preferably in a micro-finance or consultancy firm;
  • Must have experience with entire process of micro-enterprise development;
  • Ideally, experience in the provision of urban services with private sector participation in an NGO environment;
  • Strong communication, facilitation, negotiation and interpersonal skills;
  • Ability to work in a team-oriented setting;
  • Excellent oral and written communications skills in English language and at least two local languages;
  • High degree of computer literacy in MS Excel, MS Word and Power Point are essential;
  • Excellent organizational skills and ability to determine priorities and respect deadlines.
