International Labour Organisation (ILO) is seeking to engage a national officer to implement an ILO project titled: “Sustaining Competitive and Responsible Enterprises in Ghana”. The main objective of the project is to support small and medium enterprises,to strengthen them while promoting decent working conditions, sustainable and cleaner production and better quality.

It seeks to ensure the sustainability of these enterprises, conversation of sources of employment creation of new jobs. It is funded by the Swiss State Secretariat for Economic Affairs (SECO)

The Position:

Under the supervision of the Director of the ILO Office in Abuja which covers Nigeria, Ghana, Liberia, Sierra Leone and The Gambia, and in association with the global Chief Technical Adviser of the SCORE project, the National Project Manager (NPM) is responsible for the strategic, technical and financial management of the project. The EMP/ENTERPRISE Unit, ILO Headquarters in Geneva will provide technical assistance and additional support
The National Project Manager will work in close cooperation with the Ministry of Social Welfare and Employment, Ghana Employers’ Association, Ghana Trades Union Congress and other stakeholders in Ghana
Description of tasks:

The NPM will be responsible for directing and co-ordinating activities to achieve the objectives set out in the project document and provide technical advisory services within the framework of the project. His/her specific functions are as follows:

Project Management
Direct the work of the project in identified sector of the economy. Supervise staff and national consultants in the implementation, monitoring, evaluation and reporting of project activities
Develop and implement Work Plan according to the project document in consultation with the Director of the ILO Office, Abuja and EMP/ENTERPRISE, Geneva
Assemble SCORE National Tripartite Steering Committee and assist in coordination of meetings every six months. Committee will be chaired by Ministry of Employment and Social Welfare
Regularly brief responsible government officials, employers association and trade unions on project status
Coordinate implementation of activities with ILO/Abuja, taking into account the activities of other related projects operating in the country. This involves the exchange of ideas on the situation of institutions, programme content, appropriate dates and synergy with other planned activities
Conduct workshops and training seminars and provide advice in the area of sustainable enterprise development and dialogue driven enterprise and rural development processes
Develop and implement institutional capacity building of partner organizations and establish third-party service delivery modalities including private sector contributions to ensure sustainability
In accordance with the objectives of the project, ensure the implementation of project activities, with criteria of timeliness, quality and effectiveness, ensuring the achievement of planned results in the time frame and within budget
Write reports and periodic self-assessments in accordance with the guidelines of the ILO
Carry out an effective and efficient financial and administrative control of the project, in accordance with the regulations and procedures of the ILO
Regularly brief the Swiss Embassy in Accra, etc

Conditions of Employment:
The posts are subject to ILO conditions of service and correspond to NO-B level of the United Nations Local Staff Salary Scale
Required Skills or Experience

Degree in economics, social sciences, law or business administration or related specialty
At least 10 years of professional experience in the fields SMEs, development cooperation, improving working conditions, productivity and competitiveness
Experience in implementation and project management is essential
Experience working with other ILO projects is highly desirable
Good capacity of executive management, strong project management, analytical and synthesis skills as well as capacity for teamwork
Diplomacy and ability to negotiate with senior officials of the ILO constituents (governments, employers and unions)
Maintaining good relations with the beneficiaries and constituents of the project
Good communication skills, etc
Languages: Fluent in oral and written English and relevant local language(s)
