JSI Research & Training Institute, Inc. (JSI), a leader in global health, is currently recruiting for a Senior Monitoring and Evaluation (M&E) Advisor for a five year USAID-project in Ghana called the Strengthening the Care Continuum (Care Continuum project). The project is in the second year of implementation. The overall goal of the project is to support the capacity of the Government of Ghana (GOG) and its partners to provide quality and comprehensive HIV services for key populations and people living with HIV and AIDS (PLHIV) using a coordinated and sustainable approach.

This is a full-time position based in Accra; a Ghanaian national is preferred. The Senior M&E Advisor will work under the direction of the Chief of Party and will act as an important Strategic Information (SI) resource for the project and its partners. She/he will apply relevant skills and experience to support monitoring and evaluation of the project and the national response to HIV and AIDS in Ghana. The successful candidate will be a member of the project’s Senior Management Team.

Job Description

Job Title: Senior Monitoring and Evaluation Advisor

RESPONSIBILITIES

Ensure project has well-defined results and reporting systems that include PEPFAR and project performance indicators, targets and data to measure progress and outcomes for project learning, including indicators on gender equity and female empowerment;
Ensure high-quality project data is captured, documented and reported to USAID and other partners;
Assure that project activity and results demonstrate USAID impact and assistance to strengthen relevant national, regional and district-level reporting systems;
Supervise the Care Continuum Strategic Information team in designing and developing project systems for data collection, storage and use, including effective data visualization;
Lead the project’s Geographic Information System (GIS) mapping activities
Provide routine support and supervision to build civil society organizations (CSOs) capacity in strategic information, including high-quality and timely reporting and monitoring;
Harmonize datasets to support data-driven decision making and analysis by the HIV Cascade Technical Working Group;
Work with entire project team to produce high-quality routine and ad hoc USAID and PEPFAR reporting deliverables

QUALIFICATIONS

Master’s Degree in public health, demography, sociology, epidemiology, biostatistics, psychology or a related field required;
At least seven years’ experience in monitoring, evaluation and research related to large-scale health development projects;
At least five years’ experience with management of M&E systems for USAID or PEPFAR HIV-related programming;
Previous experience with a Key Population project desirable;
Demonstrated experience in HIV/AIDS project target setting and reporting in a developing country;
Excellent knowledge of HIV data collection protocols for quality data collection and verification;
Exceptional ability to analyze multiple sources of data to identify data trends and provide recommendations on project implementation;
Knowledge and experience with STATA and or SPSS statistical packages strongly desired;
Expertise in Excel, data dashboard design, GIS, and data visualization tools is required;
Strong knowledge of applied technologies (e.g., mobile data collection) and cloud-based information sharing (e.g., Google drive and Salesforce) is strongly desired;
Demonstrated experience leading and building the capacity of M&E officers, including regional field-based staff;
Exceptional communication and presentation skills in written and spoken English required;
Relevant experience in sub-Saharan Africa strongly preferred; Ghana experience desirable.
