The University of Cape Coast in Partnership with the Louisiana State University Agricultural Center in the USA with hire three program staff and an office manager for the Monitoring, Evaluation, and Technical Support Services (METSS) Project that will be based in North Labone, Accra. These two Universities will work with the United States Department of Agriculture to provide the Economic Growth Office of the USAID/Ghana Mission Technical Assistance for its economic growth and food security programs. This project began in 2010 and may continue through September, 2013, depending on funding from the U.S. Government. The duration of the employment agreement with the University of Cape Coast will be determined by the availability of funds for the METSS Project.

 

1. Financial Management Specialist (0.25 FTE)

Job Description

  1. Office cash management
  2. Payment of recurring monthly expense for the operation and maintenance of the AUP Office, such as utilities and office supplies,
  3. Handle office imprest
  4. Make infrequent expenditures, such as office and vehicle repair and maintenance
  5. Establish and maintain a file of all expenses incurred by the AUP Office
  6. He/she will work with the Finance Section of the University of Cape Coast (UCC) to prepare the METSS Project Invoices of its expenses and will participate in the submission of monthly expense information, quarterly projections, and annual operating budgets to the USDA HQ as per an agreed upon schedule.
  7. Arrange logistic for the Accra-based University Partnership Team (AUPT), the METSS Project advisors that are embedden in the Ministries, and the University Partnership and USDA expertise, who will travel to Accra for Short Term Technical Assistance (STTA) activities.
  8. He/she will have overall responsibility for the effective and efficient use of the AUP Office’s vehicles and drivers. This will involve monitoring vehicle trip/travel records and ensuring that the drivers comply with other requirement of their job description.

 

Required Skills or Experience

  • University degree in administration or financial management
  • Previous experience in project management, either public or NGO
  • Proficient in the use of MS Office
  • Good computer skills: Knowledge of Excel, other Office software and internet competency
  • Proven experience in basic logistics
  • Proven experience in procurement and office asset management
  • Strong communications skills, with excellent written and spoken English
2.  Program Specialist for Information and Knowledge Management (IKM)

The IKM Technical Assistant will manage the Technical Support for Information and Knowledge Management Component of the Project. The objective for this position is to assist the USAID/Ghana mission to develop and implement an information sharing strategy which includes stakeholders, participants and partners. The incumbent will thus, develop and implement a strategic and tactical framework for leveraging information to support the development of a plan for maintaining and distributing technical information.

Specific duties and responsibilities include but not limited to the following:

  1. Set information priorities including the determination of the kind of information that will help METSS to fulfill its mission of providing technical support to the Economic Growth team of USAID-Ghana.
  2. Identify information sources.
  3. Establish and maintain a data base on assistance to Ghana, including: USG assistance; multi-lateral and bilateral loans and grants; private assistance (eg. foundations and corporate grants); and, public private assistance related to agriculture. Maintain an electronic library (e-library) of agricultural technical reports and data bases that include uses of Geographical Information Systems
  4. Respond to information requests with short turn-around time requirements by coordinating Short Term Technical Assistance (STTA) provided by the USDA/University Partnership expertise
  5. Develop vignettes and success stories that convey the content and impact results of USG funded activities for the purpose of communicating with USAID stakeholders and constituents
  6. Coordinate the conduct of in-depth analyses of various sectors activities and issues (eg. clarifying problematic challenges; policy positions; or analytical work on gender, biodiversity, climate change, water and sanitation, poverty alleviation) through Short Term Technical Assistance from USDA/University Partnership expertise
  7. Assist in the timely submission of required quarterly program progress reports to USDA HQ for later submission to USAID/Ghana as per an agreed upon schedule; and ,
  8. Assist in the timely submission of monthly expense information, quarterly projections, and annual operating budgets to USDA HQ for later submission to USAID/Ghana as per an agreed upon schedule

  • The incumbent will provide programmatic and technical assistance to the Economic Growth EG office of USAID in monitoring the performance of programs/projects, assist with portfolio reviews; update Operational Plans; complete indicator tables for Annual Reports; conduct site visits periodically to verify Implementing Partners’ results; and participate in technical review of new activities.
  • The MRR Specialist will provide technical support for designing, monitoring and evaluating of the program’s Performance Monitoring Plan (PMP), ensure compliance to USAID performance systems, and lead in writing and compiling of periodic reporting documents.
  • In particular the incumbent will be responsible for the drafting of quarterly program progress reports for submission to USDA HQ as per an agreed upon schedule. He/she will assist the implementing partners to align their monitoring and evaluation frameworks to that of the EG office
  • The incumbent will collaborate with relevant Government of Ghana ministries, departments and agencies, USAID/Ghana and USAID/West Africa offices and their collaborating institutions and partners, the World Food Program and other public international organizations, other donors, private sector, and other stakeholders in the performance monitoring and reporting aspect of the EG programs/projects.

The MRR Specialist reports directly to the Chief of Party on issues related to monitoring the performance of EG programs/projects 

Required Skills or Experience

  1. Minimum of either Bachelor’s Degree in agriculture, economics, social sciences, business or related areas with over ten years working experience in a similar position; or a higher degree with at least three years practical experience
  2. Minimum of three years field experience in the management of international development programs, agricultural development interventions and working with Ghana Government agencies
  3. Experience with database creation and maintenance
  4. Knowledge and application of Geographic Information System is a requirement
  5. Experience with programmatic and financial reporting of USAID and/or USDA funded programs/projects is preferred
  6. Ability to perform responsibilities with minimal supervision
  7. Capability in travelling to the field on short notice
  8. Fluency in spoken and written English

 

 

4. Program Specialist for Agriculture Sector Working Group Secretariat (ASWG)

  1. Create and maintain databases of contact information for ASWG members, and constituents in the public, private sectors, civil society and development assistance communities;
  2. Organize and distribute the agenda and other information for the monthly meeting and ad hoc meetings of the ASWG group.
  3. Record minutes and proceedings of meetings for distribution to ASWG members or other partners as appropriate;
  4. Assist with organization and distribution of documents for the Quarterly Joint reviews with the Government of Ghana
  5. Work closely with PPMED and other Development Partners to organize the annual Joint Sector Review (JSR) and other similar events; including travel and meeting logistics, preparation of background documents and reproduction and distribution of documents emanating from JSR working groups and the final report.
  6. Assist in creating and maintaining spreadsheets and other data bases related to identifying key DP, CSO and Private sector that describes their support to the agricultural Sector and implementation of the METASSIP
  7. Liaise with donors, CSO’s and Private Sector to monitor and alert people about key events in the agricultural sector, such as project design and evaluation missions, stakeholder workshops visits, consulting visits and project design activities
  8. Prepare for circulation and distribute relevant reports and information such as socio-economic analysis, project evaluations and proposed projects and ongoing events in the sector
  9. As needed, the program assistant will provide assistance to developing CAADP/METASSIP governance and monitoring structures and provide support to organizing and attending CAADP related meetings and events in Ghana and outside
  10. The Program Assistant will assist with Co-Chair in liaison with organizations, groups, and institutions, such as the Multi Donor Support Group, multilateral institutions, the Heads of Cooperation, and preparing/distributing ASWG documents requested by them.

 

Required Skills or Experience

  1. Master’s degree in management, administration or relevant technical field (such as economics or agricultural sciences), or a Bachelor’s degree if the candidate has strong skills and at least five years of related work experience
  2. Excellent command and understanding of written and spoken English
  3. Excellent interpersonal and organization skills
  4. Strong IT and data management skills: email, spreadsheet, word processing and electronic bulletins
  5. Ability to perform responsibilities with minimal supervision
  6. Ability to organize and initiate tasks with a minimum of oversight and to anticipate job requirements ahead of time; and
  7. A minimum of five years of experience with a large private sector firm, development assistance agency or an international NGO
