Monitoring and Evaluation Specialist

  1. This request for Expressions of Interest (EOIs) follows the General Procurement Notice for this project that appeared in Nov 6, 2005.
  2. The Social Investment Fund has received a loan from the African Development Bank (AfDB) for UA 25 million (about USD 37.5 million) and intends to apply part of the proceeds of this loan to eligible payments under the contracts for consultancy services for the “Recruitment of an Individual Consultant for the position of Monitoring and Evaluation Specialist (MES)” for the Urban Poverty Reduction Project II (UPRP II) which is implemented by the Social Investment Fund (SIF) of the Ministry of Local Government and Rural Development.

The position is at the SIF Offices, Accra. The MES will report directly to the SIF Executive Director

Objective:
The main objective of the assignment is to ensure proper targeting and monitoring of project interventions and active participation of all stakeholders in monitoring and evaluation, through appropriate monitoring and evaluation capacity building and development of effective monitoring and evaluation systems for project targets and indicators.

Duties and Responsibilities:
These include but not limited to:

  • Operationalize the monitoring and evaluation application system of project to effectively track the results and impacts of the project
  • Supervise, Monitor, validate and Update M&E application system data
  • Supervise the input of data and establish checks within the data collection systems to ensure accuracy, relevance and timeliness of information to stakeholders
  • Supervise the training of staff for the M&E application system
  • Coordinate all monitoring activities and prepare project reports
  • Coordinate all project activities
  • Roll out UPRP M&E performance plans
  • Prepare Framework for data collection and analysis
  • Develop appropriate questionnaires for data collection
  • Pre-test questionnaire for data collection
  • Monitor SIT intervention
  • Supervise, monitor and update data
  • Coordinate Beneficiaries assessment and impact analysis
  • Harmonize and prepare quarterly work plans
  • Harmonize and prepare quarterly progress reports
  • Harmonize and prepare quarterly monitoring reports
  • Prepare print, publish and distribute Annual report
  • Conduct Annual Review Meetings
  • Conduct Mid-Term Reviews
  • Organize M&E stakeholders meeting each quarter
  • Provide Backstopping in ICT for staff and MMDAs
  • Collaborate; facilitate the training of Staff and MMDAs in ICT applications
  • Provide backstopping for Staff and MMDAs in Monitoring and Evaluation
  • Carry out any other related assignment that would be assigned by management in the course of the work

 

Required Skills or Experience

Evaluation Criteria (including desirable skills, knowledge and experience):
The individual consultant will possess the following qualifications and experience which will form basis for the evaluation for the short list:

  • At least a master’s degree or post graduate qualification in Development Planning; the Social Sciences, Statistics, Management Information Systems or a related field;
  • Minimum of five (5) years progressively post-qualification experience in monitoring and evaluation of projects with at least three years in supervisory/management position
  • Experience in international donor-funded projects;
  • Superior communication, analytical and report writing skills;
  • Excellent knowledge in computer skills (Microsoft Excel, Word, PowerPoint, Access etc. and other statistical packages for data analysis)
  • Must have an excellent team player
