The Millennium Villages Project, (MVP) is a joint initiative of the Earth Institute at Columbia University, the UNDP, Millennium Promise (a private philanthropy) and the governments of African countries, including Ghana. The MVP adopts an integrated approach to help populations in severely deprived villages to break the cycle of extreme poverty and realize the Millennium Development Goals.

Secotrs within which the MVP intervenes include agriculture, infrastructure, environments, health, education and business development among others. In Ghana, the MVP operates in the Amansie West District of the Ashanti Region, and works with a cluster of 30 contiguous villages with an estimated total population of 30,000 people

Job Description

The purpose of the MVP Telemedicine Project manager position is to oversee the implementation of telemedicine and related eHealth activities and to liaise with key stakeholders – including the Novartis Foundation for Sustainable Development, Millennium Villages Project, Ministry of Health, Ghana Health Service, Ministry of Communication, AirTel Bharti, Ericsson, local software development partners, and the newly forming National eHealth Steering Committee.

Specific Job Responsibilities include;

Setting up consultation service at Agroyesum District Hospital including completing the setting up initial consultation space for consultation and provide oversight; for software development/functionality testing for structured decision support system in collaboration with facility-based staff and community health workers in the MVP cluster
Follow up on telemedicine policy-related activities and developing and managing approval process for telemedicine guidelines and research protocols for MVP – in collaboration with colleagues at the Ghana Health Service, Ministry of Health, and Ministry of Communication

Training for health professionals in consultation services – This will be co-ordinated with Medgate, whereby a workshop will be hosted in Kumasi for provision of consultation support followed by a week of hands-on mentorship at Agroyesum. Basic support tools will be uploaded onto computers as reference materials for counselors to use to support their consultation services, while the decision support system is being adapted to the Ghana context

Adapting of structured Tele-consultation Decision Support Platform – The role of the Project Manager will be to work with key stakeholders to develop the specifications of the system and co-ordinate the Request for Proposals, Review, and Selection Process. This will include the customisation of the technology platform to provide structured decision support-built around the call flow work process and initially populated with Ghana Health Service Treatment Guidelines and Pharmaceutical Guidelines and to ensure interoperability with Open MRS, National Health Management Information System, and mHealth applications including ChildCount and ODK Clinic

Functional testing, evaluation, and scale up of systems and services – Liaise with MVP and Agroyesum staff to form the design and content of the system and to test functionality and implementation needs for scale up and extend services to the district when system is ready for structured consultation
Oversee the implementation and linkage with Open MRS, Child Count+, ODK Clinic, and related applications (OpenMRS Electronic Medical Record, mHealth, Mobile Telemedicine, Reporting and Analytical) in the MVP site and Agroyesum
Additional responsibilities include: conducting rigorous training and develop training materials for how to use each component of the e Health, Telemedicine, mHealth ecosystem of support tools, developing and implementation a rigorous research plan, and developing a scale up and sustainability plan-business model

Reporting;
This position will report to the MVT Team Leader, Bonsaaso with technical guidance and support from the MVP Health Informatics Team, through the Director, Strategic Application of Mobile Technology for Public Health and Developement

Required Skills or Experience

Strong project management skills and experience
Excellent computer administration skills in both Linux and Windows Demonstrated working experience with Ubuntu highly preferred
Strong computer configuration & technical maintenance skills required
Prior experience working with mobile phone applications highly preferred
Experience with Java preferable
Ability to do basic network wiring and setup preferred
Proponent of open source solutions
Very comfortable with using Linux
Excellent writing, interpersonal, and communication skills
Must have excellent organisational skills, be self-motivated, be a team player and detail-oriented
Ability and willingness to in a remote setting
Experience working in the health sector preferred
Advanced technical degree in engineering, computer science related field or health-related field with computer experience (e or mHealth)
Minimum of 3 years professional programming or eHealth experience
Demonstrated ability to develop and implement web and mobile phone-based software solutions with minimum supervision
