The Millennium Villages Project, (MVP) is a joint initiative of the Earth Institute at Columbia University, the UNDP, Millennium Promise (a private philanthropy) and the governments of African countries, including Ghana. The MVP adopts an integrated approach to help populations in severely deprived villages to break the cycle of extreme poverty and realize the Millennium Development Goals. Secotrs within which the MVP intervenes include agriculture, infrastructure, environments, health, education and business development among others. In Ghana, the MVP operates in the Amansie West District of the Ashanti Region, and works with a cluster of 30 contiguous villages with an estimated total population of 30,000 people

 

1. eHealth Specialist

Job Summary:
The role of the eHealth Specialist will be to enhance the achievement of the MDGs related to health through implementation and support for eHealth infrastructure that integrates facility-based and community health worker information systems. The eHealth Specialist will be responsible for developing, implementing and supporting software-based solutions for use in the MVP sites of Bonsaaso, Ghana.

The eHealth Specialist will be based at Manso-Nkwanta in Amansie West District at the Bonsaaso site but will be expected to travel to provide solution implementation support of Ashanti Region.

The eHealth Specialist is expected to work with the different sector teams, especially the health sector teams, where solutions will be targeted. The eHealth Specialist will also work closely with members of the health informatics and community health worker (CHW) teams.

Duties and Responsibilities:
Duties and Responsibilities of the eHealth Specialist include, but are not limited to, the following:

  • Product/Solution Innovation and Development: Work with the project team and partners, to develop, package and document innovative ICT solutions and packages for rollout in the sites. Follow best of class programming practices including detailed documentation of the solutions code and functionality
  • Knowledge transfer and training: Provide training to ensure that the communities where solutions are installed are able to participate in basic maintenance and trouble shooting activities. Developing and providing training on maintenance programs to build local capacity is a critical aspect of this job
  • Technical Support: High level, high availability technical support for the MVP project team and project’s ICT systems and infrastructure
  • Project Management: Working with the MVP Health Team,based in New York, the sites’ Infrastructure Coordinators, country teams and other local consultants to coordinate the design and implementation of ICT projects
  • Monitoring and Evaluation Support: Assist in the design and implementation of the project’s ICT related monitoring and evaluation initiatives
  • National Integration: Ensure proper alignment with the government eHealth policy, existing government-supported eHealth programs and health information systems. Ensure that the appropriate reporting requirements are met
  • Sectoral Integration: Work with the health, education, agriculture gender and SME sectors to identify ways ICT technology (mobile phones, computers and radio) can be integrated to improve the efficiency and capacity of these sector activities
  • Project Champion: Be passionate about the role ICT technologies can play in improving people’s lives. Be integral in designing and taking ownership for the ICT strategy for the project
  • Reporting: Reporting directly to Bonsaaso Ghana Team Leader, and the MVP Health Coordinator, Bonsaaso Village. Will also work closely with colleagues based in Regional Office in Bamako, Mali and New York

Expected Deliverables:
Implementation of the MGV-Net system and its components which include:

  • Working with Airtel on the server setup and maintenance
  • Localization of the MGV-Net system and its components to Ghana
  • Training of the CHWs on the use of the system
  • Training of the data clerks on the data entry of the CC+ Dev team and providing recommendation back to the CC+ Dev team for improvements
  • Providing support to HSAs and local team on the MGV-Net system and its components
  • Active development and testing of the MGV-Net system and its components
  • Creation of custom ChildCount+ modules in co-ordination with the local health team upon request

Support of other ICT activities in the site as requested. This includes:

  • Assistance in setting up of computers labs in schools and community centers
  • Providing computer training for trainer of trainers
  • Reviewing and modifying as necessary the site’s ICT stratey
  1. Bi-monthly reports for each eHealth activity in both clusters
  2. Programming and implementation documentation

Required Skills or Experience

  • Demonstrated experience developing web applications in Python or PHP required
  • Experience with web frameworks like Django highly preferred
  • Excellent computer administration skills in both Linux and Windows Demonstrated working experience with Ubuntu highly preferred
  • Strong computer configuration & technical maintenance skills required
  • Prior Experience working with SMS applications like RapidSMS or Kannel highly preferred
  • Experience with Java preferable
  • Ability to do basic network wiring and setup preferred
  • Proponent of open source solutions
  • Very comfortable with using Linux
  • Excellent writing, interpersonal, and communication skills
  • Must have excellent organisational skills, be self-motivated, be a team player and detail-oriented
  • Ability and willingness to work regionally
  • Advanced technical degree in engineering, computer science or related field
  • Minimum one-year professional programming experience
  • Demonstrated ability to develop and implement web-based software solutions with minimum supervision
2. Community Health Facilitator
  • Bachelors Degree in civil engineering or building technology with minimum of 3 years work experience, or Diploma in Civil Engineering or Building Technology with minimum of 5 years work experience
  • Familiar with civil engineering related works including road and building construction
  • Familiar with water and sanitation development systems, off-grid energy sources, and other appropriate technologies in rural setting
  • Experience working in an integrated community development projects
  • Proven problem solving and organisational skills, flexibility, and calm under pressure
  • Frequency in English and Twi is required
3. Cluster Finance Officer

Description of the position:
The cluster Finance Officer will assist the Finance and Administrative Manager to maintain accurate books and records of the MVP cluster level and overseeing cluster level finance personnel.

  • Assist the Cluster Finance Manager with training, technical assistance and skills development for the cluster-based staff
  • Prepare monthly trial balance, P&L, Balance Sheet, Statement of Cash Flows, and Financial analytics
  • Monitor bank accounts of the cluster site and report monthly cash forecasts
  • Provide cash forecasts to the Regional Finance Manager to help assure adequate funding of the cluster bank accounts
  • Ensure that all accounting policies and procedures are strictly adhered to at the cluster
  • Escalate deviations to the Regional Finance Manager
  • Respond to audit requests
  • Assist to provide technical assistance, training, and skills development support to other cluster staff as appropriate
  • Review monthly payroll reconciliation for cluster
  • Compute and settle travel claims and promptly deposit all monies received on behalf of MP into the MP Bank Accounts
  • Inputs transactions into QuickBooks, on an ongoing basis and prepare monthly bank reconciliations
  • Assist staff, experts and consultants on basic financial procedures and requirements regarding payments, entitlements, banking and other requirements relating to accounts and finance
  • Maintain the Petty cash accounts and ensure timely closure and replenishment of Petty Cash Account

 

Required Skills or Experience

  • First degree in Accounting, Or Higher National Diploma (HND) in Accounting or an equivalent qualification
  • Three (3) to Five (5) years experience in Accounting and Finance Computer literacy is essential
  • Applicants with working knowledge of QuickBooks accounting software will be given preference

4. Accountant:
  • Higher National Diploma (HND) in Accounting or an equivalent qualification with excellent computer literacy. Knowledge of Microsoft office is essential
  • Three (3) to Five (5) years experience in Accounting and Finance
