The Government of Ghana has received a Project Preparatory Advance from the World Bank towards the cost of the Ghana Skills and Technology Development Project (GSTDP) and intends to apply part of the proceeds of this facility to eligible payments under the contract for the engagement of suitably qualified individuals for the positions to be based at the Head Office of the Council for Technical and Vocational Education and Training (COTVET) in Accra.

Job description:

  • Prepare withdrawal applications using Client Connection with its corresponding Statement of Expenses and reconciliation of the Designated Account, to be submitted to the World Bank for further processing, and follow up with Disbursement Unit in a proactive way whenever needed until transaction is completed
  • Post all accounting transactions for the project through its automated information management system in a transparent, and timely manner, keeping all needed documents attached to every transaction for audit trail
  • Prepare payment vouchers and write cheques for payment
  • Prepare Staff Payroll and ensure payment of all deductions
  • Ensure that all suppliers’ invoices are paid immediately upon settlement
  • Keep the Project Coordinator informed of key aspects of the financial information, and any deficiency in the internal control environment, including, but not limited, to reasonable segregation of duties
  • Comply with financial management aspects for the project required by the World Bank
  • Assist the Project Coordinator in the projection for the Annual Operating Plan
  • Verify that all withdrawal applications are prepared according to instructions in the disbursement letter, and the Annual Operating Plan and informing the Project Coordinator of any deviation that needs management attention
  • Verify that the Bank records in Client Connection reconcile with project records in the entity’s management information system
  • Work along with the Project Coordinator to prepare the terms of reference for the Project Annual Audit to be submitted to the World Bank for ‘No Objection’ and follow-up with the Procurement Unit to ensure the contract follows World Bank guidelines
  • Perform any other duties assigned by the Project Coordinator

Required job skills:

  • Must be a Chartered Accountant
  • Experience in conducting accounting under strict guidelines
  • Minimum of 5 years working experience in an accounting field
  • Working knowledge of Fund Accounting and Multi-Currency transactions
  • 3 years of experience working with Automated Financial Information System
