The Government of the Republic of Ghana (GOG) is in the final stages of securing a loan and a grant from the African Development Bank (AfDB) amounting to UA 70 million. The Council for Technical and Vocational Education and Training (COTVET) is the executing agency for the project.

The loan is meant to finance the Development of Skills for Industry Project (DSIP). The project is expected to establish a high quality, equitable, market-responsive and cost-effective technical and vocational education and training (TVET) system in order to increase the number of immediately employable Ghanaian graduates; restructure the skills development sector to ensure increasing access, reduce the skills gap; modernize equipment; train teachers and generally improve the quality and relevance of TVET offerings.

COTVET now intends to apply part of the proceeds of this facility to eligible payments under the contract for the engagement of suitably qualified individuals for the following position to be based at the Project Support Unit of the Council for Technical and Vocational Educational and Training (COTVET) in Accra;

Quantity Surveyor (1 No):

  • Review the submissions of the project design and supervision consultants to ensure consistency with the project objectives. The submissions to be reviewed include bills of quantities (BoQs) for civil and electro-mechanical works and drawings. The QS will also review the quantities in the BoQs against the drawings;
  • Prepare cost estimates for civil and electro-mechanical works and drawings;
  • Refine and consolidate the scope of work int e BoQs in order to fit within the budget allocation for each individual school;
  • Review the Confidential Cost Estimates and Unit costs submitted by the consultants in line with the prevailing market rates;
  • Review of specifications and details;
  • Ensure the safe keeping and documentation of all project records in both electronic and hard copies formats;
  • Participate in bid evaluation for contracts for civil works

Required Skills or Experience

Qualifications and Experience:
The Project Quantity Surveyor will have the following qualifications and experience:-

  • A University Degree (Honours) in Building Technology, Quantity Surveying/Building Economics or its equivalent from a recognized University;
  • A minimum of eight (8) years post graduate relevant experience of which at least four (4) should have been in handling large projects in a busy professional work environment, most probably spread over wide geographical areas;
  • Have registration with the relevant Professional Body in Ghana or others recognized in Ghana with a valid practicing certificate;
  • Proficiency in Computer Aided Design (CAD) and with MS Office Suite;
  • Extensive experience, working knowledge and familiarity with international funding agency procedures/ and or large private sector construction contracts;
  • Demonstrate experience in contract management and administration of complex/multiple projects with several contracts running concurrently;
  • Excellent communication skills in written and spoken English
