The Government of Ghana has received funding from the African Development Bank (AfDB) and International Fund for Agricultural Development (IFAD) toward the implementation of the Northern Rural Growth Programme (NRGP). The programme is demand-driven and private sector-led and adopts a value chains approach for developing agricultural growth in Northern Ghana. Nearly 45,000 households will directly benefit from a comprehensive intervention including strengthening of producer organisation, infrastructure improvements, improved access to irrigation and agricultural funding. The programme aims at developing agricultural value chains and increasing agricultural production. It will help vulnerable groups, including women and the youth, create profitable commodity and food chains, while improving market linkages for these agricultural products with the domestic and export markets. The programme covers the three northern regions (Upper East, Upper West and Northern regions) and contiguous Savannah districts of Brong Ahafo Region.

Applications are invited from suitable qualified individuals for the position above in the Northern Rural Growth Programme of the Ministry of Food and Agriculture.

The Procurement Officer would be based at the Programme Management Unit, Tamale and would assist the Senior Procurement and Contract Management Specialist for all procurement matters associated with the Programme. He/she will report to the Senior Procurement and Contract Management Specialist.

Specific responsibilities of the procurement officer will include but not limited to the following:

  • Assist to carry out procurement planning and elaborate annual procurement plans to be included in Annual Work Plan and Budget;
  • Assist to implement bidding/tendering processes for the procurement of works, goods and services following IFAD and AfDB new procurement guidelines in addition to GoG’s regulations;
  • Assist to prepare and issue bidding documents and invitation to bids including the identification of the material to be made available to the interested bidders, a detailed description of the bidding documents to be required and a detailed elaboration of the proper documentation of the evaluation process to meet the “Prior Review of the Procurement” clause in the financing Agreement if the threshold is exceeded;
  • Assist in the tender evaluation process and ensure that it is documented and comply with IFAD and AfDB new procurement requirements;
  • Assist in the keeping of appropriate records on procurement and contracts by maintaining registers, files storage systems;
  • Assist in the implementation of the procurement review process as defined in the Financing Agreement;
  • Support all stages of the procurement process, particularly in the evaluation of the bids and tenders;
  • Assist in reviewing records retained by the programme in relation to loan financed procurement not subject to prior review, with a view to ensuring that such procurement is carried out in accordance with financing agreement and procurement plan; and
  • Assist to bring to the attention of the NPC, IFAD and AfDB Country Programme Managers any irregularities, violations of non-compliance with loan covenants, and any allegations of fraud or corruption;
  • Perform other duties requested by the National Programme Co-ordinator

Remuneration: Competitive Salary
Job Duration: Two years renewable

Required Skills or Experience

  • At least a degree in engineering, finance, business law or professional certificate in procurement or related fields;
  • At least 5 years experience in procurement, either as a practitioner or as a consultant;
  • Knowledge of Ghana procurement laws and procedures as enshrined in the Public Procurement Act 663, 2003 is required;
  • Knowledge of IFAD’s and AfDB procurement rules and procedures or similar other international organizations;
  • Computer literate especially in software of Microsoft Office;
  • Excellent writing, presentation and communication skills;
  • Willingness and ability to work under minimum guidance; and
  • Willingness to work extra hours and sometimes on weekends
