LOCAL GOVERNMENT CAPACITY SUPPORT PROJECT

The Government of Ghana has received funding from the World Bank towards the cost of implementation of the Local Government Capacity Support Project (LGCSP) and intends to apply part of the proceeds of this credit to payments under contracts for individual consultants to support project implementation.

The Objectives of the project are:

  • To strengthen the intergovernmental fiscal framework
  • To strengthen local public financial management and accountability for improved infrastructure and services in urban assemblies; and
  • To improve citizens’ engagement with urban assemblies and their perceptions of urban management

The project is divided into four components:
Component 1: Strengthening the fiscal framework for decentralization
Component 2: Enhancing decentralized urban service delivery
Component 3: Stimulating demand for accountable governance and service delivery
Component 4: Institutional and Project Management Support

  • The Ministry of Local Government and Rural Development (MLGRD) will implement components 2, 3 and 4 of the project. These components will provide performance based grants to urban metropolitan and municipal assemblies (MMAs), support social accountability objectives as laid out in the government’s Decentralisation Policy Framework and provide project management support. Support to MMAs will focus on improving their performance in five core local government Public Financial Management (PFM) reform areas: Budgeting, Reporting and Auditing, Revenue Management, Asset Management,and Social Accountability
  • The project is being implemented through the mainstream structures of the Ministry. For smooth implementation, the Ministry seeks to recruit suitable qualified and competent individual consultants to support its existing mainstream staff to implement the project. MLGRD now invites eligible individual consultants to indicate their interest in providing the relevant services described below by submitting detailed curriculum vitae to provide information that they are qualified to perform the services.

Objective of the Assignment:
MLGRD is seeking to strengthen the capacity of its procurement unit by recruiting the services of individuals procurement consultants. The procurement Specialists (PS) will provide support and advice to the Procurement Unit of the Ministry to assure timely delivery and quality control of the project. In addition, they will provide direct support to participating MMAs who will plan and manage most contracts under the project directly. The contract will be for an initial period of one year, renewable up to three years, subject to satisfactory performance.

Scope of Work:
The PSs at MLGRD will report through the Head of the Procurement Unit of the Ministry to the Project Director and perform such functions as providing technical support and developmental assistance to MLGRD and MMAs in the area of procurement of goods, services, works and contract management. As a member of the Project Team, he/she will support MLGRD to ensure all project procurement is according to World Bank procurement procedures and the Ghana Public Procurement procedures where applicable. The PSs will also work closely with the Procurement Officers of MLGRD and District Engineers of MMAs.
 

Required Skills or Experience

  • First degree in relevant discipline, e.g. Business law, Engineering etc
  • Minimum 10 years post graduate experience in procurement, and with experience in the procurement and management of civil works, goods and consultancy (local and international consultants) contracts and general contract management in the public sector
  • Must have good knowledge of procurement policies and procedures of multilateral financial institutions (e.g. the World Bank) and development co-operation agencies; as well as good knowledge of the institutional, technical, and commercial aspects of procurement
  • Excellent skills in project management demonstrated in previous jobs
  • Proven track record in working effectively within multidisciplinary teams
