National Health Insurance Authority Jobs: Procurement Manager

Job Description

Reporting directly to the Director of Projects and Procurement, the position holder will provide technical support and direction in the management of Demand Category. Supply Category, Technical Category and General Internal Services and have oversight reponsibility for the value chain from the Authority, Regional and Scheme levels.
Collaborates with and support stakeholders to define and consolidate their individual requirements, identify sourcing options and agree on procurement scope and plan
Support stakeholders in the analysis of category requests and select the best option that meets business requirements
Provide technical support in the implementation of procurement sourcing strategy
Provide guidance and support to stakeholders in the evaluation and selection of suitable suppliers for the sourcing progress
Facilitate the negotiation process in order to secure the best economic value
Provide technical support for the effective management of Local Purchase Orders (LPOs) and Contracts and ensure full compliance
Collaborate with stakeholders to ensure goods and services are delivered to contract terms and conditions

Required Skills or Experience

A degree holder specialized in procurement, supply chain and projects management from a recognized institution and with at least 3-5 years experience with similar responsibilities
A member of the Chartered Institute of Purchasing and Supply (CIPS) will be an advantage
ICT literate with in-depth knowledge of Microsoft Word, Excel and Power Point

Excellent analytical and in-depth knowledge of procurement best practice
Superior sense of integrity
A good understanding of Public Procurement Act (663) and regulations
Strong numerical and analytical skills with an eye for detail
Proactive, self motivated individual with demonstrable leadership skills
Effective team player with excellent organizational and management skills

A masters degree in a related field
