Job Vacancy: Program Manager, Accra

THE PROGRAM

Heartland Alliance for Human Needs & Human Rights is a non-profit 501(c)(3) service-based human rights organization founded in 1888 and headquartered in Chicago, Illinois. Heartland Alliance is the largest human rights organization also providing care and outreach in the United States. As its mission states, “Heartland Alliance advances the human rights and responds to the human needs of endangered populations – particularly the poor, the isolated and the displaced – through the provision of comprehensive and respectful services and the promotion of permanent solutions leading to a more just global society.” Heartland Alliance is one of the largest implementers of HIV/AIDS programs targeting MSM and other most-at-risk populations, with large PEPFAR-funded HIV projects in the Dominican Republic, Nigeria and Cote d’Ivoire. In addition, Heartland Alliance is a global leader in LGBT rights and protections, working with grassroots LGBT organizations in over 30 countries in Africa, Asia, and the Middle East.

THE POSITION

Location: Accra, Ghana

Contract Period: October 15, 2011 – October 14, 2012 (1 year duration)

Rate: Basic salary including living stipend (food, transportation); housing provided; International insurance (health and evacuation); Round trip transportation to Accra, Ghana

Heartland Alliance is currently implementing a three-year Comprehensive HIV Prevention Program for MSM in Ghana in partnership with USAID/PEPFAR and Ghanaian grassroots organizations. Through these partnerships, Heartland Alliance is developing and implementing short, medium, and long-term strategies to promote HIV prevention among men who have sex with men (MSM) through the promotion of abstinence, partner fidelity and/or the proper use of condoms, it invests in the grassroots outreach and mobilization capacity through a peer educator outreach model, helps increase MSM access to HIV information and educational materials, and it strengthens the capacity of a key grassroots MSM organizations to ensure that MSM in Ghana continue to have access to quality HIV prevention and support services. The in the process of establishing MSM friendly community centers to serve as a base of CHPPMG operation in order to provide counseling and psychosocial support for MSM who may visit the center.

Key Responsibilities:

  • Collaborate with Ghanaian partners and identify new local partners;
  • Ensure rigorous monitoring and evaluation of the program, gauge progress against targets and to assess outcomes and impact of programs;
  • Represent Heartland Alliance at partner, donor and technical working group meetings;
  • Conduct participatory capacity assessments with local partners and provide hands-on capacity building opportunities for local partners consistent with their capacity building plans;
  • Work with in-country and headquarters teams to facilitate program design and planning;
  • Serve as in-country lead for proposal writing and other resource mobilization;
  • Assure integration of gender, sexuality, and human rights frameworks into health activities;
  • Submit plans, reports, assessments and situation analyses to Chicago Headquarters;
  • Review and strengthen M&E and quality assurance tools, and evaluate data with staff to identify trends, problems and opportunities;
  • Document findings and capture key lessons learned to share internally and externally;
  • Liaise with Heartland Alliance headquarters and global networks to share findings and to ensure high quality, evidence-based approaches;
  • Contribute to website, social media and other communications strategies;
  • Initiate other projects/activities to utilize the Program Manager’s skills and interests.REQUIREMENTS

    Education and/or Experience:

  • Masters degree in public health, public policy, international development, gender studies or other relevant field (required);
  • Minimum two (2) years of international experience;
  • Experience living and working abroad (required);
  • Knowledge of and interest in HIV/AIDS prevention for most-at-risk populations (MARPs), gender and sexuality, and global LGBT rights (required);
  • Knowledge of and interest in grassroots community mobilization, capacity building and training (required);
  • Significant experience in/knowledge of quantitative and qualitative research methodologies;
  • Previous international experience (required);
  • Excellent spoken and written communication skills in English (required);
  • Proficiency in Microsoft Office programs (required);
  • Familiarity with US Government and President’s Emergency Plan for AIDS Relief (PEPFAR) programs, and monitoring and evaluation systems (preferred).Skills:
  • Able to work independently and complete tasks with minimal supervision;
  • High attention to detail and commitment to producing work of the highest quality, often on short notice;
  • Superb writing and editing skills;
  • Able to live/work in resource-limited environments;
  • Strong problem-solving skills;
  • Highly reliable and motivated;
