The Center for Applied Public Health Research (CAPHR) in the Biostatistics and Epidemiology Division of RTI International (RTI) is currently seeking a Programme Officer with public health program management experience. Public health surveillance experience is preferred, particularly with antimicrobial resistance and infectious diseases. This position is focused on the goals of bolstering low and middle income country (LMIC) capacity to improve the surveillance of antimicrobial resistance (AMR), including the collection, management and analysis, use and sharing of AMR data and related issues in the global community in accordance with a One Health programme being initiated to support LMICs in tackling AMR. The Programme Officer will utilize his/her technical capabilities in public health program management, infectious disease epidemiology and/or surveillance to help country grantees create comprehensive national plans to combat antimicrobial resistance, identify gaps in capacity for AMR, and to improve policies and systems for infection prevention and control. Areas of work may be in public health capacity development, field epidemiology, and surveillance and laboratory systems strengthening, One Health research, Global Health Security, and/or applied public health research on infectious diseases in various international settings in in Africa. The successful candidate is expected to develop collaborative relationships with other project staff, interact with internal and external clients and partners, and bring innovative ideas, methodologies and approaches to problems associated with AMR and infectious disease surveillance and response in the global setting.

Job Description

Job Title: Country Programme Officer

Responsibilities:

  • Assume responsibility for up to two countries and their respective grants portfolio, which will include oversight of programmatic/technical elements of the grantees’ implementation process.
  • Assist target countries in identifying technical assistance needs with relation to AMR and in the drafting of scopes of work (SOWs) for short-term technical assistance (STTA).
  • Assist target countries in development, refinement and implementation of a one health approach-based national action plan to combat AMR which includes elements such as best practice in hygiene and infection control and prevention measures, reliable surveillance systems for AMR and antibiotic consumption, actions to raise awareness of AMR issues, to name a few.
  • Liaise with the Senior Technical Advisor to identify and supply technical assistance and to ensure sound delivery and value for money (VfM) through routine follow-up. This may be inclusive of provision of direct technical assistance to grantees as and where appropriate.
  • If appropriate in country setting, assist grantees by liaising with national governments, health system officials and other relevant stakeholders to identify gaps in AMR capacity, draft SOWs for STTA, help identify technical assistance (with support from Senior Technical Advisor), and oversee the STTA activities.
  • Providing necessary support to ongoing work with international organizations to develop and implement a harmonized approach for monitoring and surveillance of AMR drug use and AMR in humans and animals, inclusive of interpretive criteria for susceptibility reporting across WHO, FAO, and OIE regional surveillance programs.
  • Participating collaboratively with international initiatives to encourage and accelerate the capacity of LMIC to improve the surveillance of AMR and sharing of AMR data with the global community.

Qualifications

  • Master’s in public health, epidemiology and surveillance, laboratory sciences, biology, microbiology, medicine or other health-related field and 5-10 years of experience or equivalent education/experience.
  • Strong background in monitoring and evaluation combined with a technical health background
  • Minimum of 5 years of international project experience
  • Experience in project and/or program management and coordination
  • Research/practice training in Public Health Surveillance
  • Ability to travel for up to two weeks multiple times (4-6 trips) a year to international locations in Africa. Travel will include site visits to project locations.
  • High-proficiency in the area of cultural competency as evidenced by living/working in various locations in Africa.
  • Excellent oral/interpersonal and written communication skills.

Desired Qualifications (not mandatory):

  • Knowledge of research and practice issues around antimicrobial resistance
  • Fluency in spoken and written English.
  • Experience in veterinary medicine to inform and support RTI’s One Health research agenda and domestic and international zoonotic disease research projects.
  • Experience/knowledge in the public health laboratory realm, including understanding of laboratory informatics and reporting
