Job Title: Technical Advisor, Integrated Community Case Management, MalariaCare

Job Description

Save the Children seeks a Ghanaian National as a Technical Advisor, Integrated Community Case Management (iCCM) to join a new project in Ghana, implemented under the global MalariaCare partnerhsip, a USAID – funded programme available to support case management support to the President’s Malaria Initiative (PMI) focus and other countries. MalariaCare partnership led by PATH aims to achieve universal diagnosis and appropriate case management for malaria by strengthening the capacity of malaria-affected countries at all levels of the health system to provide high-quality diagnostic and treatment services for malaria and other febrile illnesses. This person reports to the Chief of Party of MalariaCare Ghana.

Based in Accra, the Technical Advisor for Integrated Community Case Management will be responsible for the following activities:

  • Serve as team leader for iCCM-related activities and provide relevant technical leadership, with a focus on improving and scaling up Home Based Care (HBC) and Home-based Management of Malaria (HMM) for both children and adults at the community level
  • Liaise with the relevant GHS departments in charge of community-based care – including the Institutional Care Division (ICD). National Malaria Control Program (NMCP), and Family Health Division (FHD) – and with Regional and District Health Management Teams Regional and District Health Management Teams (R/DHMTs) to ensure effective execution of community-based supportive supervision and health worker training
  • Coordinate closely with local and international partners, including UN agencies and INGOS, and build and maintain excellent working relationships with the GHS and other key stakeholders implementing iCCM and child health initiatives in Ghana
  • Develop detailed annual and quarterly work plans in collaboration with project staff and the GHS at national, regional and district levels
  • Assist in the assessment of training needs and in the design and implementation of appropriate measures to address those needs
  • Coordinate with the MalariaCare M&E teams and GHS/HMIS to ensure that the CCM database is regularly updated and the project monitoring data is collected, analysed and used regularly and with good quality
  • Identify best practices, and support the introduction and scale-up of innovative technical interventions in iCCM in close consultation and collaboration with MalariaCare Ghana Technical Advisors for Diagnostics and Clinical Care
  • Plan and coordinate with the National ICD and NMCP to conduct regular (quarterly) programme reviews involving the R/DHTMs, MalariaCare staff, other GHS staff and relevant stakeholders
  • Conduct regular field visits in collaboration with key GHS staff, especially the national ICD & NMCP staff to CCM focus disticts and CHPS zones, seek feedback and follow up on recommendations
  • With technical support, identify operations research questions, participants in protocol development and support and supervise research activities
  • Represent MalariaCare in iCCM forums with relevant UN, NGO, MOH, and community partners. Participate in national, regional, and international forums to present experience 

Required Skills or Experience

  • Demonstrated ability to advise, lead and manage technical assistance teams and multi-partner collaborative projects
  • Demonstrable programme planning, implementation and monitoring and evaluation skills
  • Demonstrated ability to work and oversee interventions at central, regional and local levels
  • Demonstrated ability to work with government officials, national and international public health officials, health facility and community based health workers including CHOs and CBAs
  • Demonstrated ability and desire to work both independently and as part of a multi-disciplinary team in a fast paced environment with mutiple competing deadlines and tasks
  • Well-balanced professional able to see the big picture and keep track of necessary detail
  • Critical thinker with flexible and innovative problem-solving skills
  • Strong training, mentoring, coaching and interpersonal skills
  • Computer literacy in the following: MS Word, Excel, PowerPoint, Outlook
  • Excellent oral and written communication skills with fluency in English required
  • Ability to travel up to 30 per cent in-country

Required Qualification and Experience:

  • Medical doctor or other well trained clinical professional with an advanced degree in public health, international development, or related field preferred
  • A minimum of three years experience working in a leadership role managing health assistance programmes, preferentially IMCI, CCM or malaria control programmes
  • Demonstrated experience working with government and public health officials at every level
  • A minimum of five years experience at the regional or central level specifically supporting or implementing HBC/ICCM, HMM, and other aspects of community medicine
  • A minimum of two years experience implementing health programmes at the local level – whether within district, sub-district or community settings
  • Demonstrated experience in capacity building, supervision, and mentoring
