Since 2006, Tullow has had interests in two exploration licences offshore Ghana. Following seismic acquisition and interpretation, Tullow and its partners drilled two successful exploration wells in 2007. The wells discovered the major Jubilee oil field in the Gulf of Guinea’s Tano Basin. The Jubilee Cretaceous turbidite reservoir straddled both licences; Deepwater Tano and West Cape Three Points.

In October 2008, Tullow was appointed as the Jubilee field Operator and set about working with the partners and Government of Ghana on developing the field to bring Ghana its first major oil production. The Minister of Energy in Ghana formally approved the Jubilee field Phase 1 Development Plan and Unitisation Agreement on behalf of the Government of Ghana in July 2009. In November 2010, following a successful development programme, which included the building of a Floating Production Offtake Vessel (FPSO), first oil was achieved from the Jubilee field. This was some 40 months post the initial discovery well which represents the fastest ever comprehensive full scale deepwater development.

Supervises: Takoradi & Sekondi EHS Teams
Job Purpose:
Lead and direct the Takoradi EHS Team to provide Company oversight and assurance associated with all BU Logistical and Sub-sea project related activities.Provide day-to-day support to Logistics and Subsea personnel on environment, health, safety management & emergency response preparedness.

Responsible for EHS risk management activities, planning and resources pertaining to Takoradi and Sekondi, and Subsea operations to deliver BU EHS objectives.

Coach & develop the in country team to increasingly nationalise the staff and leadership of the team.

 

 

 

Responsibilities / Key Objectives: Liaise with TGL Logistics & Materials and Projects & Engineering department Leadership on all EHS matters.

Liaise with relevant departments to develop & plan a strategic EHS assurance and verification activity schedule e.g. monitor, audit and performance review.

Ensure that EHS risks are reported, reviewed & updated on a regular basis.

Facilitate hazard identification & risk assessment sessions e.g. HAZID’s, HIRA’s and Risk Assessments.

Lead project EHS resources (internal and contract) to ensure safe, timely and cost effective execution of projects.

Support and implement Behavioral safety programs.

Maintain a high personal level of familiarity with all Tullow IMS EHS procedures applicable to onshore and offshore logistical, and subsea activities.

Oversee implementation of operational safe systems of work and procedures to include but not limited to: Permit to Work System, Lock-out/Tag-out System.

Lead in the development of any required Logistics and Subsea EHS procedures.

Ensure conformance/compliance with Tullow standards, EHS policies and procedures.

Ensure that incident reporting and investigation procedures are adhered to and lead and/or participate in incident investigations and root cause analysis.

Coordinate entries into Tullow Emex reporting system and provide approvals as appropriate.

As/ When required visit controlled & monitored worksites to ensure appropriate levels of EHS interaction, leadership and timely management intervention.

Develop an assessment framework to ensure that the appropriate skills, and capabilities are in place to execute/ apply the standards, policies, procedures, and practices within the Tullow EHS policy and procedures for Contractors.

Identify EHS training needs and arrange for in-house training as and when required.

Regularly assess and evaluate safety engineering & EHS construction standards, procedures, and practices adopted by Contractors.

Gain continuous assurance that Contractor’s EHS management systems and risk management processes are suitable, aligned, and in compliance with TGL’s EHS Operation Management System, standards and expectations.

Ensure that the Tullow EHS policies and procedures are integrated into the Contractors portfolio of activities and that the Performance Improvement Cycle drives continuous improvement.

Establish positive relationships between Contractor organisations and external stakeholders to ensure that clearly defined EHS objectives and metrics are attained, communicated, reported and performance managed.

Provide Emergency Response technical support to site management staff and contractors with regard to normal day-to-day operations, future projects and relevant incidents investigations.

Implement and maintain regular site emergency exercises schedule as per Emergency Response Plan.

 

Financial Responsibility: Budget level accountability to be defined & agreed within EHS & Corporate Budget Guidelines.
Person Specification
Education: 10 year’s relevant upstream Oil & Gas Industry experience; 5 years of which in a similar EHS Lead position with responsibilities and management duties during the execution of EPC offshore projects.Degree / NEBOSH Diploma, or equivalent qualification in Environmental, Health & Safety Management.

Technical (mechanical, fabrication or maritime) background with a vocational qualification.

Professional membership of a recognised Occupational Health & Safety or Environmental Institute e.g. IOSH, IIRSM, IEMA (desirable).

Deep knowledge of national and international quality standards and compliance requirements i.e. ISO 14001, OHSAS 18001 & ISO 9001.

Skills: Familiarisation with offshore Oil & Gas and maritime industry legislation and regulations.Experience and possess expertise in specialized techniques and applicable risk management tools such as Root Cause Analysis, Bowtie, HAZID, HAZOP, HIRA etc.

Able to lead and influence EHS at all levels.

Solid interpersonal and communication skills.

Organizational and coordination skills – ability to work effectively with multi-discipline teams.

Mentoring skills – interest, commitment and patience in developing in-country national resources.

Strong Admin and reporting skills, competent in MS Excel, MS Word and MS PowerPoint.

Proven record in risk based inspection, assurance and auditing.

Experienced in Incident reporting and investigating.
