Job Description

CATEGORY: NO-B
Duration: Fixed Term appointment; one year initially
Organisational Unit: UNFPA Country Office

Duties and Responsibilities:
Under the overall supervision of the Representative, the NPO (M&E) is responsible for the following:

Provide Technical Support to the National Development Planning Commission in the development of results based National Medium Term Development Frameworks and Annual Work Plans to reflect the MDGs, the goals of the ICPD Plan of Action as well as the objectives of the UNFPA Strategic plan
Assist the National Development Planning Commission in the development of Monitoring and Evaluation Plans such as would track the achievement of results of the MDGs, ICPD PoA and UNFPA Strategic Plan in the national Medium Term Development Framework and Annual Work Plans and support the co-ordination of their implementation
Participate in the development of the UNCTCCA/UNDAF and lead in the development of UNFPA Country Programme M&E Plan as well as co-ordinate its implementation
Ensure country programme planning, monitoring and evaluation processes relate to the national development framework, the CCA/UNDAF and the UNFPA Strategic Direction
Advice the Country Officer management on all issues related to results-based management
Prepare the Country Officer annual monitoring and evaluation plan and co-ordinate its implementation
Provide technical support to other programme officers in the CO with regards to results-based programme planning, management, monitoring and evaluation
Undertake causality analysis, construct a chain of results and assess the quality of Country Programme results and resources framework
Supervise preparation of yearly Standard Progress Report (SPRs) for each programme component
Co-ordinate and participate in regular scheduled field monitoring visits of the country programme
Draft terms of references for programme reviews and evaluations as well as participate in programme review meetings
Represent UNFPA Country Office in M&E related meetings with key stakeholders and Government counterparts
Backstop the Country Office in chairing/co-ordinating the UNCT Technical Working Group in Data and M&E while participating actively in the activities of the group
Establish and maintain a network of partners in monitoring and evaluation
Participate in the planning of M&E capacity building activities at the national and regional levels
Provide technical support to assist national and regional managers in developing and implementing monitoring and evaluation mechanisms
Ensure compliance with the mandatory monitoring and evaluation activities of UNFPA
Undertake any other activities as may be assigned by the UNFPA Representative

UNFPA is looking for candidate who have:
Master’s Degree in Social Sciences, preferably in Public Health, Population, Management, Demography, Economics or Public Administration, with Research experience
At least 5 years of increasingly responsible professional experience in development, preferably gender, reproductive health/population field
Practical programming and strategic planning experience
Proficiency in current office software applications
Must be fluent in English. Knowledge of other UN languages is an advantage
Familiarity with UN policies and principles will be an advantage
Strong analytical and strategic thinking and a commitment to results
Ability to organise work effectively and to meet planned deadlines
Demonstrated ability to work harmoniously with persons of different backgrounds
