The Office of the United Nations High Commissioner for Refugees (UNHCR) Representation in Ghana invites qualified Ghanaian Nationals to provide consultancy services in the capacity of a Livelihood Consultant in Ghana.

Duration of Consultancy: One Year

Working under the direct supervision of the Associate Programme Office, the Livelihood Consultant’s responsibilities will include the following:

Use the Rural Enterprise Development model employed by the joint programme with UNIDO and FAO (under the Human Security Trust Fund Project approach) to conduct group development training for enterprise establishment. The training should focus on the importance of good governance, shared responsibilities and transparency in group activities
Identify and develop marketing links with existing enterprises at the community level, the REDS project supported groups, or directly with buyers in other areas. Compile a list of potential employment organizations and their contact persons
Develop a detailed training plan for business development (financial management and commercial management) and technical skills, with the appropriate service providers, such as skilled and previously trained refugees, Assemblies of God, NBSSI, GRATIS, NVTI, Agricultural Engineering Services Directorate of the Ministry of Food and Agriculture (AESD), private firms and the relevant banks
Conduct thorough market chain analysis and feasibility studies to determine the type of enterprises to be developed and analyze the options for transporting products
Undertake land use assessments to determine (both technically and commercially) the most viable crops and animals to produce
Obtain land use agreement or Memorandum of Understanding with the host communities detailing the terms of land use by refugees and the appropriate recourse in case of conflict
Organize information sharing workshops at the camps and in the communities to explain the enterprise options and modalities of project implementation, including the credit options upon completion of the training. Use beneficiaries who have established businesses to share their success stories
Form Small group enterprises (seven to ten members) based on the ability of the members to work together and to complement each other’s skill, for example, small groups of carpenters to form a carpentry workshop or carpenters, masons, plumbers and electricians to form a construction Enterprise; Repair and maintenance service providers linked with equipment users, etc)
Organize and implement the training plan to accommodate the maximum number of trainees
Conduct Training of Trainers programme for qualified refugees and host community members to serve as in current and future training programmes
Maintain an active database or information map of pertinent developments in Liberia and Sierra Leone, which could be used to inform the training programme or on-going BDS (for example, the demand for certain types of skilled labour, the establishment of relevant enterprises or projects by region, into which the refugees could possibly participate
Condition:
UNHCR will provide the relevant logistical and administrative support to enable the Consultant to carry out her/his task in a professional mannner
The Livelihoods consultant will present regular progress reports and write an end of mission report providing guidance for future follow up

Required Skills or Experience

Experience in Livelihoods programmes particularly in the refugee context with proven track record
Good communication and training skills
Minimum first degree in any of the social sciences
A minimum of 5 years previous work experience
Ability to speak English and one Ghanaian language fluently
