Job Description

Job Title: Budget Analyst (National Consultant)

Purpose of the Assignment

Support the Ministry of Finance’s Budget Department to increase the Ministry’s capacity to better analyze and track priority budget expenditures. The consultant will work as a team member of the Budget Department, under the direction of the Budget Director.

Assignment Tasks

The consultant will be expected to carry out the following tasks and duties:

  1. Develop a rapid overview of capacities and needs within the Budget Department and/or wider Ministry to determine key issues in relation to budget analysis and tracking of priority Government expenditures. The Government of Ghana will provide the required information for the candidate to do their work.
  2. Work with Ministry and UNICEF officials to understand what the main challenges are in relation to budget analysis, determination of major priorities, and the tracking/accountability for their execution.
  3. Support Ministry of Finance staff (in Budget Dept but other key departments such as fiscal decentralisation) and staff in other key MDAs (key line Ministries, Presidency, Cabinet, and NDPC) to increase their awareness, knowledge and capacity to identify and analyse major budget priorities and track their execution – this may include workshops, analysis, briefings, meetings, field trips, task teams etc. The consultant should use the annual UNICEF Policy Briefs to guide focus on priorities.
  4. Work with Ministry officials to support the development of the Budget Tracking Template.
  5. Provide regular feedback (at least weekly in person/email) to UNICEF on progress plus monthly bullet point reports sent by email to the Head of Policy related to deliverables

In addition, the consultant should fully integrate him/herself within the Budget Department, the Ministry, and supervisor’s team within the scope of the outlined tasks, activities and results. The consultant will work from the Ministry of Finance offices within the Budget Department and will provide his/her own materials, i.e. computer/laptop, office supplies and use personal email.

Expected Deliverables

The consultant will work as a team member of the Budget Department and will be expected to submit a monthly bullet pointed note outlining:

  • Activities and results planned for the month, as well as;
  • Activities and results achieved in the previous month.

Consultant activities may include (but are not limited to): support to budget analysis/prioritisation meetings within MoF and with key MDAs; support to finalising Budget Monitoring Template; trainings on Budget Monitoring Template; analysis of budget against priorities; preparation for use of Budget Monitoring Template by MDAs for 2018; assessment of priorities included in 2018 budget; MDAs supported to execute Budget Monitoring Template for 2018; support to development of budget priorities for 2019.

Qualifications of Successful Candidate

The assignment requires an individual experienced in public financial management with expertise in expenditure monitoring and analysis and reporting. The Consultant must be Ghanaian and should have the following qualifications & experiences:

  • Knowledge of substantive sector budgeting, implementation, and reporting;
  • Experience working with MDAs in expenditure planning, analysis, or reporting;
  • Very good report-writing skills and excellent command of the English language;
  • Very good statistical analysis skills, including the use of Excel
  • Strong inter-personal and communication skills

Education

  • Advanced university degree in Finance, Accounting, Administration, Economics or any related field.

Years of relevant experience

  • A minimum of 10 (ten) years of experience of work in Public Financial Management, Programme-Based Budgeting, CSO budget analysis, National Accounting or Budget Monitoring.
