Job Title:  Financial Assistant

Purpose of the Position

Under the general supervision of the Finance Officer, the incumbent performs a variety of data information gathering, input and manipulation, report generation and dissemination using VISION. Finance Assistant is to provide VISION transactions support to users (Programme and Operations Sections), ensuring that all VISION related transactions are acted upon, reports generated as may be necessary, effective and efficient solutions are provided and incidents and queries on the system appropriately addressed. S/he is responsible for user support in first line functions: provides business support for GCO and FO.

The efficiency and effectiveness of support provided by the Finance Assistant to the development, implementation and monitoring of programs/projects facilitates the delivery of concrete and sustainable results for the different programme sections, which in turn enhances UNICEF Ghana capacity in helping the most vulnerable women and children in Ghana.

Key Accountabilities and Duties & Tasks

  • Process program and operations related payments generated by the Global Service Shared Centre (GSSC) by cheques or Electronic Funds Transfer (EFTS) accurately and timely in line with established SOPs
  • Assist follow-up financial transactions with GSSC and relevant financial institutions and clients
  • Scrutinize and review VISION transaction requests ensuring all supporting documentation and relevant information provided for processing transactions in VISION are in compliance with rules, regulations and procedures
  • Assist to Respond/answer telephonic/email/walk-in requests/queries in relation to transactions handled by the GSSC promptly and provide trouble shooting functions as required.
  • Ensure record maintenance and monitoring of transactions and contribute to periodic review and strengthening of Standard Operating Procedures (SOPs) for transactions
  • Support orientation of new staff members and refresher sessions to ensure quality submission of the different categories of service requests to the GSSC
  • Liaise with other VISION users on resolution of common incidents/issues and track and monitor the incident throughout its life-cycle, including verification and closure.
  • Support to Conduct Harmonized Approach to Cash Transfer (HACT) Spot Checks and Capacity building of Implementing Partners (IPs) finance staff.
  • Promptly deposits all monies received on behalf of UNICEF into UNICEF bank accounts and issues receipts.
  • Prepares periodic reports on Petty Cash Accounts and other assigned accounts, noting problems resulting from over expenditure or less than expected receipts
  • Maintains contacts with local banks to clarify questions pertaining to office bank accounts
  • Performs other duties, as required.

Qualifications of Successful Candidate

  • Completion of secondary education, preferably supplemented by technical or university courses related to the work of the organization
