The University of Cape Coast in Partnership with the Louisiana State University Agricultural Center in the USA with hire three program staff and an office manager for the Monitoring, Evaluation, and Technical Support Services (METSS) Project that will be based in North Labone, Accra.
These two Universities will work with the United States Department of Agriculture to provide the Economic Growth Office of the USAID/Ghana Mission Technical Assistance for its economic growth and food security programs. This project began in 2010 and may continue through September, 2013, depending on funding from the U.S. Government. The duration of the employment agreement with the University of Cape Coast will be determined by the availability of funds for the METSS Project.
Job Description
The Technical Assistant for Technical Support for Monitoring and Results Reporting will be responsible for the management and implementation of the elements of this component:
Monitoring and reporting results data collated from information provided by implementing partners
Periodically verifying USAID partners’ results (including site visits and beneficiary interviews)
Reviewing the monitoring and evaluation agreements of the implementing partners
Collecting information from development partners monitoring and evaluation units
Collating the USAID/Ghana Mission’s Economic Growth reporting monitoring frameworks;
Assisting the implementing partners to improve or re-align their monitoring and evaluation frameworks
Applying in a field context, the policy analysis and institutional analysis conducted by the Chief-of-Party
Required Skills or Experience
Minimum of Bachelor’s degree in agriculture, economics, business administration or management
Minimum three years field experience in the management of international development programs, agricultural interventions, and working with host governmental agencies
Previous experience with USAID and/or USDA grants, especially programmatic and financial reporting requirements, is preferred
Documented writing ability and financial management skills
Capable of performing regular travel to the field
Ability to perform responsibilities with minimal supervision; and
Fluency in written and spoken English
