Job Title: Monitoring And Evaluation Advisor

Length of Contract: One Year
Salary: Commensurate with required experience and qualifications
Reports to: Monitoring & Evaluation Team Lead
Project Overview
The USAID Systems for Health Project is working with the Ghana Health Service to strengthen its efforts to reduce preventable child and maternal deaths, reduce unmet need for family planning, reduce childhood mortality and morbidity from malaria, and improve nutritional status for children under five and pregnant women. We are working to strengthen vital health system building blocks while promoting CHPS (community-based health planning and services), strategic behavior change communication, and targeted demand generation to maximize service delivery coverage.
University Research Co., LLC (URC) and its partners share the vision that, by 2019, Ghana’s health system will be sufficiently robust that the Government of Ghana (GOG) and its health workforce, in partnership with the communities they serve, will be able to sustain equitable access to, demand for, and use of high-quality, high-impact health services with reduced external support, especially in the five regions targeted by Systems for Health: Greater Accra, Central, Western, Volta and Northern.
USAID funded Ghana Systems for Health Project is seeking for an experienced Monitoring & Evaluation Advisor.
The Accra-based Monitoring and Evaluation Advisor will collect, track and analyze data for the project in collaboration with technical staff. He will be responsible for maintaining project databases, contributing to required reports and ensuring both the validity and quality of data collected. He will carry out responsibilities in accordance with the USAID-approved Performance Monitoring Plan (PMP).

Roles and Responsibilities:

  • Provide support to the development and implementation of the project’s PMP.
  • Support improved data collection, analysis and use of key project indicators by Ghana Health Service, USAID and local partners, including support to surveillance systems and the use of data for timely and effective decision making and planning.
  • Build the skills of, and support, facility and community based partners in M&E procedures so that data is generated in a uniform manner and partners understand the meaning of indicators upon which data is collected. Support regular data collection, conduct analysis and prepare reports in collaboration with M&E Team Lead.
  • Verify validity and quality of monitoring data from the field; including use in reports on performance.
  • Contribute to the preparation of quarterly performance reports with program staff and partners.
  • Participate in and support the Project implementation team to document and disseminate lessons learned and best practices.
  • Other duties as assigned by your supervisor or the Chief of Party.

Required Skills or Experience

Qualification:  Master’s degree in public health or related field is required.

Experience:  Minimum five years of relevant work experience in program monitoring and evaluation and previous experience working with USAID or other USG-funded projects is an advantage

Job Knowledge:  Strong knowledge of Ghana Health Service Standard Operating Procedures in health information management.

Language Proficiency:  Strong writing and oral communication skills are required.

Skills and Abilities:

  • Must be able to gather, analyse and interpret complex data and financial information related to project programs.
  • Prepare reports and provide briefings as well as progress reports based on data collection, field analysis and assessment as required.
  • A high level of professionalism, strong interpersonal skills, and the ability to balance working well in a team environment with initiative, creativity, and independent ability to carry responsibility.
  • Must have the ability to plan, develop, manage and evaluate important and sensitive programs/projects.
  • Must possess strong computer skills, including good knowledge of Microsoft Office are required.
