Description
World Education, Inc. seeks local candidates for two Monitoring Evaluation and Learning Officers based in Accra and Tamale, Ghana pending award from DFID/Girls’ Education Challenge/Leave No Girl Behind. The programme aims to improve the literacy and numeracy skills of highly marginalized out-of-school girls and transition them into formal school or employment. This programme seeks to decrease key barriers to access quality education, opportunities for employment and improving safety of highly marginalized girls in schools and their communities, while increasing girls’ knowledge and adoption of positive behaviours, empowering them to become leaders and role models within their communities.
The Monitoring Evaluation and Learning (ME&L) Officer reports to the Monitoring Evaluation and Learning Manager and is responsible for implementing, and measuring gender inclusion and sensitive education outcomes in agreed work plans. The Monitoring Evaluation and Learning Officers will work with the ME&L Manager who is the lead advisor for Monitoring, Evaluation and Learning with Program Downstream Partners. She/he will work closely with NGO Downstream Partners to provide technical support for the implementation and co-ordination of district and community level activities in order to ensure and reinforce links between technical activities, integrate cross cutting areas into programs and foster collaboration.
Required Skills or Experience
Minimum
A degree in education, international development, sociology or a related field
Minimum of 5 years of relevant experience in the monitoring and evaluation of programs
Excellent knowledge of data collection protocols for quality data collection and verification;
Demonstrated experience with research methodologies, qualitative and quantitative research methods, data analysis, sampling techniques and establishing M&E systems
Strong understanding of the Ghanaian education sector, including district-level education data collection and use
Demonstrated experience leading and building the capacity of partner NGOs
Exceptional written and spoken communication skills (including presentations) required
Preferred
Experience planning and facilitating meetings, identifying community needs, working with community leaders and key stakeholders
Knowledgeable in monitoring and evaluation standards with a gender and inclusive focus
Demonstrated training experience
Demonstrated experience building partnerships and networks between government and civil society
Strong analytical and reporting skills
