Working with the Policy, Advocacy & Campaigns Team and reporting to the Policy Manager, the Rooted Policy Advocacy Officer will support the development of well-organized community based organizations, provide technical support to CBOs and NGOs to strengthen their engagement with
duty bearers, and provide technical support to CBOs and NGOs to strengthen their engagement with duty bearers. The Rooted Advocacy and Policy Officer will work with programme officers, local government authorities (LGAs), NGO partners, Community-Based Organizations (CBOs) and relevant coalitions and networks to build capacities, generate and monitor policy agenda from the grassroots to national level. The post holder will facilitate community led at research that adds value to the
organizational strategy implementation within Ghana’s WASH policy context.

Job Description

Job Title: Rooted Advocacy And Policy Officer

Key roles and responsibilities include:

support the development of well-organized community-based organizations,
Provide technical support to CBOs and NGOs to strengthen their networking and engagement with duty bearers
Analyse the practice of WASH policies and how they affect marginalized people and proactively engage in key debates at all levels.
Write policy briefings and case studies to guide WAG’s positioning in sector debates especially on improving pro-poor targeting and efficiency of investments in WASH in Ghana.
Identify and facilitate key policy research areas in WASH to enable review and/or implementation of pro-poor targeting.
Work with the Communications and Campaigns Officer (CCO), NGO partners, coalitions and to regularly document learning for evidence-based advocacy at all levels.
Work with the CCO, partners and Water and Sanitation Management teams (WSMT) to generate case studies (2 per annum) as well as documenting key processes and evidence of WaterAid Ghana’s influencing work.
Actively contribute to Monitoring & Evaluation (M&E) processes in WaterAid Ghana including, monitoring of advocacy work, annual reviews, partner forums, planning and budgeting, and provide monitoring and evaluation support to partners
Work with existing NGOs/coalitions, WSMT, DWSTs, and LGAs and other relevant stakeholders to identify their Human Rights Based Approaches
(HRBA)-related capacity needs and support their capacity building.
Work with NGO partners and Sustainable Programmes Department of WAG to identify, implement, and monitor areas of policy-programme integration.
Develop and strengthen relationships among sector stakeholders including government departments, NGOs and community groups in a tripartite and mutually accountable fashion at all levels.
Prepare timely information and reports for donors

Required Skills or Experience

Bachelors in development studies, public policy & social administration; international relations; development economics; political science.
Minimum of 2 years experience of working with grassroots organizations in community organizing and policy advocacy, networking and social movement building
Experience working with LGAs and facilitating engagements between marginalized peoples and their organizations and LGAs
Knowledge of community organizing, social movement and building Knowledge of HRBA to development
Understanding the dynamics of deriving policy issues from service delivery and defining campaign agenda at all levels.
Understanding of technical, social and institutional issues relating to water and sanitation, hygiene promotion in developing countries
Experience in managing advocacy projects and working with media.
Experience in report writing and developing policy briefs
Experience in leading and facilitating campaigns, performance monitoring and evaluation
Excellent oral, written communication and public speaking skills
Articulate with above average presentation skills
Analytical, critical thinking, facilitation and negotiation skills
Good numeracy skills
Computer literate-MS Word, Excel, PowerPoint, Publisher
