World Cocoa Foundation (WCF) is a non-profit organization promoting social and economic development as well as environmental stewardship in cocoa-growing communities of Africa, Southeast Asia and the Americas. WCF manages the Cocoa Livelihoods Program, which works with 200,000 cocoa farmers in Cameroon, Cote d’ Ivoire, Ghana, Liberia and Nigeria through the implementation of multiple activities by five in-country technical partners. The primary objective of the program is to increase the income for cocoa-growing house-holds

Job Description

Estimated Start Date: August 9, 2010
Duration of Contract: One Year renewable

General Description:

World Cocoa Foundation seeks a Performance Monitoring & Evaluation Team Leader to implement the program’s M&E logical framework, regularly report on the progress of the program towards the expected outputs and outcomes, and manage a small M&E team under the direction of the Program Director.
Candidates should possess extensive knowledge on M&E systems, particularly with regards to agricultural development programs, excellent written and verbal communication skills, strong organization capabilities and ability to demonstrate experience in leading additional M&E staff members

Specific Responsibilities:
Develop and oversee implementation of M&E procedures, guidelines and reporting templates for program outputs and outcomes
Manage at least one team member, the M&E Database Analyst
Design M&E database, in coordination with the M&E Database Analyst
Train and backstop M&E staff of the technical partners in each country on the CLP M&E Framework and reporting system
Prepare CLP progress reports on expected outputs and outcomes to the Program Management Unit (PMU) at least twice per year and assist PMU with reports and presentations when M&E data is included
Visit CLP field sites periodically as assigned by the Program Director to enhance M&E implementation and strengthen local M&E staff of technical partners and/or local services
Coordinate with technical partners and ensure their M&E reports are received on time
Periodically conduct Data Quality Assessment (DQA) and implement recommendations to ensure the collection, collation, analysis, presentation and storage of Quality Data
Assist with other related activities as assigned by the Program Director

Remuneration:
Annual salary level is low to mid $20’s, dependent on experience

Required Skills or Experience

At least 6-8 years of relevant M&E experience
Minimum of 2-3 years experience managing one or more team members desired
Demonstrated knowledge of database software programs and experience in developing reporting tools, implementing M&E logical frameworks
Diversified experience working with private sector, government, non-governmental organizations, academic institutes, and donor environments; ability to work with multiple technical partners and program stakeholders
Self-starter, ablility to work in fast-paced, international work environment with minimal support infrastructure
University degree in Statistics, Database Management, Econometrics or another relevant field
Bilingual in English/French (Preferred)
Exceptional writing, speaking and presentation skills
