Job Description

Position title: Monitoring & Evaluation Officer

Nature and Scope:
World University Service of Canada is currently seeking an experienced Monitoring & Evaluation Officer to support the Empowering Women and Girls in Supply Chains inititative, to be funded by the U.S. Department of Labour – Bureau of International Labor Affairs (ILAB). WUSC is seeking to implement the ILAB program in Ghana.

The project objective is to reduce the risk of child labor, forced labor, and other violations of labor rights for vulnerable women and girls working within the Artisanal and Small-scale Mining (ASM) sector in Ghana. The project will aim to achieve the following outcomes: (1) improved economic participation by women and girls vulnerable to child labor, forced labor, and/or other violations of labor rights within the ASM sector; and (2) improved business practices by private sector actors to protect against child labor, forced labor, and other violations of labor rights for vulnerable women and girls working within the ASM sector.

The Monitoring & Evaluation Officer will be responsible for the design, planning, coordination and implementation of monitoring, evaluation, research and learning activities, as well as the coordination of data collection, results monitoring and reporting on all project activities. The M&E Officer will work closely with the Project Director and other key actors of the initiative to ensure that these activities are well coordinated and well understood by various project stakeholders. The position will be based at WUSC’s office in Accra, Ghana with frequent travel domestically, as well as infrequent international travel as related to project activities, coordination and management requirements. This position is contingent upon the receipt of donor funding. The chosen candidate would work alongside a team of international and national experts in the implementation of the initiative.

Required Skills or Experience

  • Bachelor’s or Master’s degree in statistics, demographics, public policy, international development, economics or a related field;
  • Master’s Degree or Bachelor’s plus an advanced certificate in M&E, statistics or economics, preferred;
  • Minimum of five years of professional experience in a senior capacity responsible for the implementation of M&E activities on international development projects;
  • Proven success in designing, implementing and operating project M&E systems from project initiation to closeout stages;
  • Experience designing and managing beneficiary monitoring and database systems;
  • Experience in strategic planning and performance measurement, including indicator selection, target setting, reporting, database management, developing M&E and performance monitoring plans;
  • Knowledge of the major evaluation methodologies (e.g. qualitative, quantitative, mixed method, and impact) and data collection and analysis methodologies;
  • Experience in planning and managing surveys;
  • Experience developing and refining data collection tools;
  • Experience managing and providing ongoing training to M&E field officers;
  • Experience with data quality assessments and oversight;
  • Ability to facilitate and serve as project liaison for externally-managed evaluations;
  • Fluent in English
