The broader goal of World Vision Ghana’s Integrated-Water, Sanitation and Hygiene (GI-WASH) Program is to contribute to the attainment of Child Wellbeing through provision of improved WASH services to the most vulnerable children, their families and communities.

Enhancing-Water, Sanitation and Hygiene (E-WASH) Project is a United States Agency for International Development (USAID) funded project designed to work with Metropolitan, Municipal and District Assemblies (MMDAs), Ministries, Civil Society Organizations (CSOs) and other stakeholders with an objective of improving WASH program planning, budgeting and quality of service delivery. The project will aspire to strengthen the systems and structures at MMDAs with the objective of improving governance and sustainable management of WASH systems. Since enhanced governance remains a pre-requisite to ensure WASH program sustainability, the project will be working with the respective targeted MMDAs and other stakeholders to achieve this objective.

Job Description

Job Title: Project Coordinator – E WASH

Purpose of the Position

The position of E-WASH Project Coordinator will serve as the key project leader and coordinate the day-to-day implementation of the project activities. In consultation with the WASH Technical Program Manager, the E-WASH Project Coordinator will provide leadership for the day-to-day planning and implementation of E-WASH Project activities in the targeted districts of Northern Ghana. These include supporting the Government of Ghana (GoG) to establish an integrated national monitoring system to track the effectiveness of WASH subsidies and fund allocations, supporting District Assemblies to incorporate WASH investment plans into MMDAs’ district development plans, enhancing budgeting and spending practices, and assisting MMDAs to improve monitoring of water quality, quantity, and sanitation coverage.

The E-WASH Project Coordinator will network with partner organizations and agencies based in the targeted intervention districts to foster synergy, information sharing and scaling up of WASH interventions and participate in the information sharing & learning.

The position will also play a leadership role in arranging logistics for all donor/stakeholder visits and internal visits by World Vision United States (WVUS) staffs, the senior leadership and other management team members.

Major Responsibilities

  • Coordinate the day-to-day implementation of E-WASH project plans and targets
  • Lead the preparation of E- WASH project plans and budgets for the targeted intervention MMDAs
  • Provide strong technical leadership to roll out plans and execute the defined targets with quality and within approved donor budgets
  • Ensure that procurement plans are timely prepared in accordance with donor guidelines/ standards and follow up on timely delivery
  • Manage a team of officers to ensure timely and quality implementation of project plans
  • Ensure efficient budget execution with accuracy and compliance to donor requirements
  • Ensure periodic reviews with appropriate stakeholders and ensure feedback process contributes to overall success of planned implementation.

Networking and External Engagement

  • Work collaboratively with all partners using problem solving and coordination skills.
  • Network with the targeted MMDA leadership to build rapport & strengthen relationships for smooth project implementation
  • Liaise with Ghana Coalition of NGOs in the Water and Sanitation Sector (CONIWAS) and other CSOs to identify advocacy issues and implement them at district/Regional/National levels
  • Ensure advocacy achievements are documented and reported on periodically
  • In consultation with your supervisor, serve as the project focal point for all communications with the prime partner, Global Communities.

Project Monitoring & Leadership

  • Provide leadership, directions and supervision to the E-WASH Project officers and other support staffs
  • Ensure that E-WASH Project interventions are implemented with full compliance of USAID standards and guidelines
  • Monitor project deliverables periodically and document successes, challenges and lessons learnt for improved programming
  • Identify and manage any risk components of the E-WASH project and ensure mitigation measures are put in place
  • Assure quality in the delivery of project targets through data quality monitoring and assessment

Evidence and Reporting

  • Prepare & timely submit periodic E-WASH progress reports (monthly, quarterly, semi-annually, annually as applicable) on the interventions with MMDAs and other stakeholders
  • Generate evidence from the implementation of E-WASH project and share with broader stakeholders for the purpose of learning, policy influence and resource acquisition.

REQUIRED:

The following may be acquired through a combination of formal or self-education, prior experience or on-the-job training:

Educational level required:

  • Master’s degree or Postgraduate academic qualification in any Advocacy/Governance related disciplines, Behavioral Science, Public Health, Project Management or International Development, with minimum of 4 years’ experience in a senior management position
  • Bachelor’s Degree in Advocacy/Governance related disciplines, Behavioral Science, Public Health, Project Management Experience: 6 years of experience in similar discipline, 2 of which should be in the WASH sector
  • Deep understanding and hands-on experience in managing large and complex multi-stakeholder donor-funded projects, including strategic and business planning skills and a good appreciation of financial management. Previous experience in Managing USAID funded projects is an asset.

Working Environment / Conditions:

  • Work environment: Office-based with frequent travel to the field
  • Travel: 40% Domestic/international travel is required.

  • Good partnership development and facilitation skills, including catalyzing, connecting, and building the capacity of community groups/ partners.
  • Strong communicator who demonstrates good team spirit and has ability to be thorough and adapt easily.
  • Demonstrate commitment to the empowerment of the poor in rural communities.
  • Working knowledge of programs/projects cycle management; including development of proposals.
  • Ability to maintain effective working relationships with staff and key partners.
  • Experience in community entry, mobilization, and development facilitation.
  • Ability to build trust and relationships, organize people and manage performance of teams.
  • Monitoring, reporting, and writing skills.
  • Perform other duties as required.
