The FMS will work from the World Bank Country Offices in Sierra Leone\/Liberia, and assist in all financial management (FM)\u00a0aspects related to the World Bank&#8217;s lending operations to its clients. The FMS will perform as a member of the various Task Teams of the World Bank\u00a0financed projects, and in addition lead special purpose initiatives.<\/p>\n<p><strong>Job Title:\u00a0Financial Management Specialist<\/strong><\/p>\n<p><strong>Duties\u00a0and\u00a0Accountabilities:<br \/>\n<\/strong>The FMS is expected to assume the following duties and responsibilities:<\/p>\n<ul>\n<li>Assess the adequacy of the Borrower&#8217;s project financial management systems and their ability to manage and monitor World Bank financial projects. This includes budgeting, policies and procedure, internal controls, accounting, financial reporting and auditing;<\/li>\n<li>Carry out supervision work to\u00a0ensure that projects financial arrangement systems are functioning appropriately, including the review\u00a0of periodic interim financial reports.;<\/li>\n<li>Assess the selection and engagement of auditors with all the relevant information (including Terms of Reference and Bank requirements)\u00a0necessary to carry out\u00a0their engagement;<\/li>\n<li>Review audited financial statements received, monitor the\u00a0Borrower&#8217;s compliance with financial covenants including audit compliance, ensure adequate communication with\u00a0the Borrower and the project implementing agencies with respect to audits\u00a0and advise as appropriate;<\/li>\n<li>Provide advice and support\u00a0to Borrower and the World Bank\u00a0Task Teams on matters affecting financial management;<\/li>\n<li>Provide financial management\u00a0guidance for the development of technical assistance programs and evaluate and monitor\u00a0their implementation;<\/li>\n<li>Provide guidance and advice to\u00a0borrowers and\u00a0Bank staff on capacity building in projects\u00a0and with public secor accountability institutions;<\/li>\n<li>Assess the financial and operational\u00a0viability of implementing entities (e.g. with respect to revenue earning entities), and to advise on the design and\u00a0use of financial performance covenants;<\/li>\n<li>Monitor implementation of the agreed action on Public Financial Management, and provide technical advice to the Government\u00a0in the implementation of reform actions;<\/li>\n<li>Complete\/update country financial management strategy;\u00a0<span style=\"font-size: 13px;\">\u00a0<\/span><\/li>\n<\/ul>\n<\/div>\n<div>\n<p><strong>Required Skills or Experience<\/strong><\/p>\n<p><em>The World Bank is looking for a Financial Management Specialist (FMS) who is a professional accountant (CPA, CA or equivalent), with a relevant experience in financial management (FM).
