Purpose<\/strong><\/p>\n

\u2022\u00a0\u00a0 Carry Out a Rapid Assessment of\u00a0Drinking Water Quality\u00a0in Ghana and Develop a\u00a0Drinking Water Quality\u00a0Management Framework (DWQF) for the WASH Sector<\/p>\n

Duties and Responsibilities<\/strong><\/p>\n

\u2022\u00a0\u00a0 Desk\u00a0review\u00a0of the results of\u00a0drinking water quality\u00a0surveys\/ related studies carried out, particularly in the past 10 years. This would include a\u00a0review\u00a0of the results of the Water Quality module of the Ghana Living Standards Survey, The study would be aimed at identifying:
\n1)\u00a0 Major\u00a0drinking water quality\u00a0issues recorded or evident from the documentation
\n2)\u00a0 Possible trends and sources of contamination
\n\u2022\u00a0\u00a0 Preliminary\u00a0review\u00a0of existing policy, strategies, systems, and frameworks for the management of drinking water and water safety in Ghana.
\n\u2022\u00a0\u00a0\u00a0Review\u00a0of the scope of the assignment for final confirmation with MWRWH and WASH, UNICEF.
\n\u2022\u00a0\u00a0\u00a0Detailed\u00a0consultations with key MDAs, MMDAs and organisations identified through the desk study en their roles, mandates and institutional collaboration, as well as, an assessment of the key focus and orientation of\u00a0drinking water qualitymanagement in Ghana,
\n\u2022\u00a0\u00a0 A Preliminary assessment of the assigned and assumed roles of the key stakeholders, as well as effectiveness ;n these roles.
\n\u2022\u00a0\u00a0 An overall assessment of the\u00a0strengths, weaknesses, opportunities and threats teffective\u00a0drinking water quality\u00a0management in Ghana, considering alssuch factors as the reliability of safe \u2018water supply.
\n\u2022\u00a0\u00a0 Identification of major Institutional and logistical challenges tkey function ofdrinking water quality\u00a0management in the country, and recommendations taddress these gaps.
\n\u2022\u00a0\u00a0 Presentation of the findings of the assessment tthe core technical group convened by the MWRWH for feedback.
\n\u2022\u00a0\u00a0 Analysis tidentify context-relevant recommendations taddress the key institutional and logistical gaps identified, as well as mechanisms for more effective collaboration and coordination.
\n\u2022\u00a0\u00a0 Formulation of a National\u00a0Drinking Water Quality\u00a0Management Framework identifying and proposing \/clarifying:
\n1)\u00a0 key risks tbe managed at national and subnational level
\n2)\u00a0 major, priority\u00a0drinking water quality\u00a0management functions and roles for the country
\n3)\u00a0 key roles, institutional linkages and coordination mechanisms tbe established, strengthened or maintained
\n\u2022\u00a0\u00a0 Specific capacity requirements i.e. policies, tools, logistics and expertise (knowledge and skills), for the effective operationalization of the Framework (including water safety frameworks).
\n\u2022\u00a0\u00a0 Presentation of the Draft National\u00a0Drinking Water Quality\u00a0Management Framework tthe core technical group convened by the MWRWH for feedback.
\n\u2022\u00a0\u00a0 Finalisation of the Framework, factoring in comments from the core technical group and other key stakeholders.<\/p>\n

Qualification Required & Experience<\/strong><\/p>\n

Advanced university degree \u2013 An advanced university degree in Water and Sanitation\/ Civil Engineering, Chemistry, Chemical Engineering, Public Health, Project Management, Sociology or any WASH\/ Programme\/ Emergency Management related discipline<\/p>\n

Experience<\/strong><\/p>\n

\u2022\u00a0\u00a0 A minimum of 7 years post qualification experience in the WASH sector, working with government at the policy\/ strategy level, in the development of policies, guidelines and frameworks, process facilitation, and with sector coordination mechanisms,
\n\u2022\u00a0\u00a0 Related experience in water quality management and. or water safety management would be a clear advantage.
\n\u2022\u00a0\u00a0 Strong track record in relating and networking and analytical skills.
\n\u2022\u00a0\u00a0 Strategic thinking and conceptual skills.
\n\u2022\u00a0\u00a0 Excellent skiils in\u00a0computer software\u00a0applications including MS Word, MS Excel and MS Power Point.
\n\u2022\u00a0\u00a0 Languages Fluency in written and spoken English required.<\/p>\n
