Job Title 1: Head of Office<\/strong><\/p>\n

OVERVIEW OF THE FUNCTIONS OF THE POST<\/strong><\/em>
\nUnder the direct supervision and guidance of the Head of UNESCO Office in Accra, the incumbent serves as a secretary and ensures effective and efficient functioning of HoO office, full confidentiality in all aspects of assignment, maintenance of protocol procedures, management of information flow and follow-up on deadlines and commitments made. The Senior Secretary to Head of Office works in close collaboration with UNESCO staff, Different sectors and central services, Other UN Agencies and national authorities to ensure efficient flow of information, actions on instructions, agendas. Specific tasks for the post will be as follows:<\/p>\n

\u2022\u00a0\u00a0 Assuring the secretarial services of the Head and Representative office, including preparing of draft letters for answers and ensuring conformity with UNESCO\u2019s rules and regulations; co-ordinating and supervising work prepared for the visa\/signature of the Head of Office by checking for content, grammatical and typographical error assuming the organisation of the Head and Representative Office by classifying reports, documents, letters, work plans, project reports, controlling reports from the staff; control and follow up of the pending affairs and contributing to a permanent up-dating of the office records.
\n\u2022\u00a0\u00a0 Take appointments of the Head of Office and update work schedule. Maintaining strict control of the Head and Representative\u2019s agenda, the activities scheduled and commitments agreed with different Ministries, National and International counterparts and institutions
\n\u2022\u00a0\u00a0 Preparation of high quality briefing materials for Head of Office for appointments, meetings, missions.
\n\u2022\u00a0\u00a0 Establish and maintain networks with the UN agencies, government, international organisation, diplomatic corps, donor community, private sector, civil society, NGOs, academy and media, etc.
\n\u2022\u00a0\u00a0 Preparing Head and Representative\u2019s mission plans( organisation, travel orders, travel claims), preparing mission reports, reporting and assisting in the follow up of activities in co-ordination with administrative services and programme staff.
\n\u2022\u00a0\u00a0 Answering and filtering telephone enquiries, faxes and emails; providing general information on questions related to the activities of the office, maintaining up to date the corresponding control of responses or actions and informing the Head and Representative or, if necessary, the concerned staff.
\n\u2022\u00a0\u00a0 Organising administrative aspects of meeting and participating in some, where the Head and Representative considers necessary, (drafting invitation letters, contacting participants), taking notes and dictation, preparing summaries and Head and Representative\u2019s brief reports and maintaining a strict control of confidential documents
\n\u2022\u00a0\u00a0 Assuring the liaison between the Head and Representative and his staff and timely communication with UNESCO headquarters on the follow-up of activities and reporting of BFM and the various sectors and services.<\/p>\n

Qualification Required & Experience<\/strong><\/p>\n

\u2022\u00a0\u00a0 Minimum Secondary School Education, degrees in secretarial science is
\npreferable.<\/p>\n

Work Experience:<\/strong><\/p>\n

\u2022\u00a0\u00a0 Minimum of 5-7 years of relevant professional experience particularly in General Secretarial and Administrative services.<\/p>\n

Job Title 2: National Programmes Officer<\/strong><\/p>\n

OVERVIEW OF THE FUNCTIONS OF THE POST<\/strong><\/em>
\nUnder the just concluded \u201cField Offices Reform in Africa\u201d, the UNESCO Accra is downsising from its cluster status before the reform process to a National Office, focusing its activities in Ghana. The establishment of the NOA post in Communication and Information corresponds to the new structure following the reform. Under the direct supervision of the Head of Office, the incumbent of this post will be responsible for the implementation of Regular and extra-budgetary programme activities in Communication and Information (CI) in Ghana. The responsibilities under this post will include the identification of priority needs, planning, resources mobilisation, implementation, monitoring and evaluation as well as reporting on progress and the status of the CI programme. The incumbent will be guided by the UNESCO\u2019s Medium-Term Strategy (C\/4s) and global development plans such as the United Nations Millennium Development Goals and the Plan of Action adopted by the World Summit on the Information Society in establshing partnerships with the relevant government agencies, the national Commission for UNESCO, development partners, and other UN agencies, in the context of the UNDAF\/One UN programme framework. Specific tasks for the post will be as follows:<\/p>\n

\u2022\u00a0\u00a0 Providing assistance in the development of strategies and projects for harnessing the potential of information and communication for development in Ghana.
\n\u2022\u00a0\u00a0 Assist in planning and implementing programme activities included in C\/5s by assisting in preparing new project options and proposals to be funded by contributions received for the International Programme for the Development of Communication (IPDC) and the Information for All Programme (IFAP), in line with priorities and project quality criteria, and in implementing approved projects; assists in developing approaches to raising extra budgetary funds, and assists in planning and implementing projects funded by these funds.<\/p>\n

\u2022\u00a0\u00a0 Assist in UNESCO\u2019s involvement in the establishment of UN project management system including the preparation of Common Country Assessment (CCA), United Nations Development Assistance Framework (UNDAF), Country Programme Document (CPDs) and country Programme Action Plan (CPAPs) in the light of Media Development Indicators and other relevant standard setting instruments prepared by the sector.
\n\u2022\u00a0\u00a0 Provides input, including data and statistics to the preparation of reports on the implementation of programmes and projects (funded within C\/5s and by extrabudgetary funds, including contributions received for IPDC and IFAP) and other briefings as may be required by Headquarters or the UNESCO Office in Accra, using relevant tools, including the System of Information on Strategies, Tasks and the Evaluation of Results (SISTER).
\n\u2022\u00a0\u00a0 Assist in planning, developing and implementing outreach strategies aimed at programme expansion; supports the organisation of consultations with national authorities; and assist in developing strategies and policies in the area of communication and information to government, civil society organisations and the private sector.
\n\u2022\u00a0\u00a0 Maintains a knowledge base on the programme; contributes to policy through identifying and analysing available research; provides information and data for the preparation of background documents and reports; and facilitates exchange of information of best practices. Provides regular news and information on communication and information programmes in Ghana for both conventional and on-line publication through UNESCO\u2019s websites.<\/p>\n

Duration:<\/strong>\u00a02 years (renewable)

Qualification Required & Experience<\/strong><\/p>\n

\u2022\u00a0\u00a0 Advanced university degree (at least equivalent to a Master degree) in
\ncommunication, journalism and\/or information management.<\/p>\n

\u2022\u00a0\u00a0 Minimum of 2 years of relevant professional experience in the area of
\n\u2022\u00a0\u00a0 communication, journalism, information management at a national or sub-regional level. Experience in working with information technologies and ability to work in a multicultural environment.<\/p>\n

Skills\/Competencies:<\/strong><\/p>\n

\u2022\u00a0\u00a0 Analytical, negotiation, communication and advocacy skills.
\n\u2022\u00a0\u00a0 Ability to prioritise, plan and effectively implement programme activities.
\n\u2022\u00a0\u00a0 Very good ability to mobilise and interact with different partners (national authorities, social partners and private sector representatives, civil society organisations, NGOs, etc.)

Languages:<\/strong><\/p>\n
