We are looking to recruit a\u00a0Technology Learning Adviser (TLA)\u00a0on a fixed term contract.<\/p>\n<p>The successful candidate will be responsible for the delivery of high quality and effective Technical Learning and Development (Tech L&amp;D) in the Foreign and Commonwealth Office (FCO and other UK Government Departments within their region. They will also be responsible for working closely with FCO Posts to identify Technical L&amp;D needs and helping to identify a range of IT L&amp;D interactions to meet these needs.<\/p>\n<p>As part of a global network of TLAs in other FCO locations, this role supports the Foreign &amp; Commonwealth Office\u2019s (FCO) Knowledge &amp; Technology Department (KTD) objectives and in particular, the successful delivery of a new \u2018Technology Overhaul\u2019 programme. The successful candidate will also be helping to drive a culture change in the way the FCO uses information, technology and knowledge to undertake its work.<\/p>\n<p>Whilst this role will be based in Accra or Pretoria, the successful candidate will provide Tech L&amp;D to up to 35 Posts within their region. The FCO is moving swiftly towards the majority of its Learning and Development being delivered via virtual delivery (e.g. via Videoconference), but some duty travel within the region to deliver Tech L&amp;D at other FCO Posts face-to-face will also be required as well as occasional travel outside of Africa e.g. back to the UK for upskilling and conferences.<\/p>\n<p>The successful candidate will have a strong practical and theoretical knowledge and background in Learning and Development design and delivery, ideally supported by Learning and Development professional qualifications. The candidate will be expected to work with a wide range of stakeholders so strong communications skills \u2013 including the ability to explain topics using a simple and structured approach, is essential.<\/p>\n<p>A strong and broad IT working knowledge is also required, including knowledge of MS Windows and the MS Office suite, but this role is primarily about helping others to learn how to use new technical knowledge and skills across a wide range of topics rather than an a technical specialist role. The successful candidate will report to the Head of Tech Learning and Development Delivery, based in the FCO\u2019s UK Knowledge and Technology Directorate (KTD) in London.<\/p>\n<p><u><strong>Main Duties and Responsibilities<\/strong><\/u><\/p>\n<ul>\n<li>Helping to deliver a successful \u2018Technology Overhaul\u2019 programme by ensuring high quality and effective Tech L&amp;D is available, visible and delivered within the region, mostly through virtual delivery<\/li>\n<li>Working with key stakeholders at all Posts in the region, including the IT Support Officers and the Regional Digital Units, to identify Tech L&amp;D requirements that will help deliver their Post\u2019s Business Plans. Identifying, designing and working in partnership with stakeholders to ensure a suitable range of Tech L&amp;D interactions are available.<\/li>\n<li>Collaborating with others in the KTD Tech L&amp;D team, including TLAs in other Regions, to share and promote best practice and ensure consistency across Regions. Working closely with the local HR Regional Learning and Development Teams (RLDTs) to ensure an aligned approach to all aspects of Learning and Development.<\/li>\n<li>Responsible for monitoring and reporting on the effectiveness of Tech L&amp;D delivery in the region, evaluating the overall impact and using this information to help improve the design and delivery of Tech L&amp;D and identifying priorities for Tech Overhaul behaviour change.<\/li>\n<li>Responsible for working with the Head of Tech L&amp;D Delivery to create Post visit plans. Responsible for operating with an agreed budget and ensuring timely and accurate monthly financial reporting.<\/li>\n<\/ul>\n<p><strong>Required Skills or Experience<\/strong><\/p>\n<ul>\n<li>A minimum of 5 years experience in the design\/delivery of learning and development.<\/li>\n<li>A professional\u00a0knowledge of learning and development\u00a0theory and practice.<\/li>\n<li>Excellent\u00a0communications\u00a0skills in both oral and written English. (senior stakeholders and all levels)<\/li>\n<li>Ability to work independently and within agreed delegated authority.<\/li>\n<li>Strong IT skills and literacy in Microsoft Windows and Microsoft office (including Word, Excel, PowerPoint, Outlook and SharePoint).
