The Millennium Development Authority (MiDA), the client, is the entity accountable for overall management of Compact implementation. MiDA is embarking on medium to long term solutions to challenges in Ghana\u2019s power sector and to ensure a successful implementation of the Compact. MiDA intends to retain the services of a Program Management Consultant (PMC). The PMC is to represent MiDA and assume responsibility of the management of portions of the Compact related to works and services including design, and supervision associated with the Electric Company of Ghana (ECG). The PMC will also work closely with other consultants, to be engaged by MiDA, to perform project-related tasks on environmental and social performance, resettlement, social and gender inclusion and monitoring and evaluation.<\/p>\n<p><strong>Requisition ID<\/strong> 17097BR<\/p>\n<p><strong>Job Title:<\/strong> Project Controller\/Quality Control &amp; Quality Assurance Specialist<\/p>\n<p><strong>Location:<\/strong> Ghana \u2013 Accra<\/p>\n<p><strong>Office Location:<\/strong> Pretoria, South Africa<\/p>\n<p><strong>Job Description<\/strong> <strong>Project Summary:<\/strong><\/p>\n<p>If selected as the PMC, CDM Smith with its partners will provide the following during a five year engagement in Accra, Ghana:<\/p>\n<p>\u2022 Management of portions of our clients Program related to works and services (from project oversight of services-related assignments, to design preparation and conducting studies, supervision of works, through commissioning and the defects liability period).<\/p>\n<p>\u2022 Support our client in the related procurement processes, including preparation of bidding documents, preparation of responses to requests for clarification, contract negotiations, etc.<\/p>\n<p>\u2022 Work closely with other third party consultants engaged by our client to ensure that all relevant components of the Program are delivered on schedule and budget.<\/p>\n<p>CDM Smith is currently looking for a Project Controller\/Quality Control &amp; Quality Assurance Specialist<\/p>\n<p><strong>Job Responsibilities:<\/strong><\/p>\n<p>Help ensure adherence to project schedule. Prepare baseline schedule and regularly monitor\/report actual progress against original schedule. Conduct weekly \u201clook ahead\u201d exercises to discover possible schedule delays and come up with mitigation plans to help maintain schedule. Prepare\/monitor schedule critical path and make timely suggestions for adjustments in activities as needed.<\/p>\n<p>Draft quality assurance policies and procedures. Review the implementation and efficiency of quality and inspection systems. Make field trips for inspections\/monitoring. Perform quality control\/quality assurance checks on actual installations vs. designs and specifications. Report potential delay areas of project execution to management. Analyze project progress and manpower requirements. Assist in preparing change order\/modifications to construction contracts if necessary.<\/p>\n<p><strong>Minimum Qualifications<\/strong><\/p>\n<ul>\n<li>Minimum of a Bachelor\u2019s degree (BSc, etc.) in related Engineering and Construction Management field.<\/li>\n<li>Must be registered with a recognized professional institution in a relevant field such as Construction management, project management, quantity surveying, engineering economics, mechanical and electrical engineering and other related engineering fields.<\/li>\n<li>Minimum 10 years\u2019 experience in power\/utilities, construction and industrial engineering.<\/li>\n<li>Demonstrated experience in the preparation of project critical path, performing inspection, monitoring for compliance with specifications for construction and similar related projects.<\/li>\n<li>Experience in ensuring all projects related issues are appropriately logged in the project tracking system.<\/li>\n<li>Experience in preparing change order\/modifications to construction and similar related projects.<\/li>\n<li>Experience in drafting quality assurance policies and procedures.<\/li>\n<li>Experience in reviewing the implementation and efficiency of quality and inspection systems.<\/li>\n<li>Extensive knowledge of international best practices, codes and standards in power\/utility system.<\/li>\n<li>Experience reporting potential delay areas of project execution to management.<\/li>\n<li>Experience in analyzing project progress and manpower requirement.<\/li>\n<li>Fluent in English (written and oral).<\/li>\n<li>Similar experience in a developing country within the last three (3) years.<\/li>\n<\/ul>\n<p><strong>Agency Disclaimer<\/strong><\/p>\n<p>All vendors must have a signed CDM Smith Placement Agreement from the CDM Smith Recruitment Center Manager to receive payment for your placement.
