IOM, or as it was first known, the Provisional Intergovernmental Committee for the Movement of Migrants from Europe (PICMME), was born in 1951 out of the chaos and displacement of Western Europe following the Second World War.
\nMandated to help European governments to identify resettlement countries for the estimated 11 million people uprooted by the war, it arranged transport for nearly a million migrants during the 1950s.<\/p>\n

A succession of name changes from PICMME to the Intergovernmental Committee for European Migration (ICEM) in 1952, to the Intergovernmental Committee for Migration (ICM) in 1980 to the International Organization for Migration (IOM) in 1989, reflects the organization’s transition over half a century from logistics agency to migration agency.<\/p>\n

While IOM’s history tracks the man-made and natural disasters of the past half century – Hungary 1956, Czechoslovakia 1968, Chile 1973, the Vietnamese Boat People 1975, Kuwait 1990, Kosovo and Timor 1999, and the Asian tsunami and Pakistan earthquake of 2004\/2005 – its credo that humane and orderly migration benefits migrants and society has steadily gained international acceptance.
\nFrom its roots as an operational logistics agency, it has broadened its scope to become the leading international agency working with governments and civil society to advance the understanding of migration issues, encourage social and economic development through migration, and uphold the human dignity and well-being of migrants.<\/p>\n

Organisational Context And Scope:<\/strong><\/p>\n

Under the direct supervision of the Chief of Mission, the incumbent will be responsible for managing the Migration and Development programme, which includes the IOM Development Fund (IDF) Remittances and the Connecting Diaspora For Development (CD4D) projects in Ghana. More specifically, s\/he will undertake the following:<\/p>\n

Responsibilities and Accountabilities: <\/strong><\/p>\n

\u2022\u00a0\u00a0 Manage the overall implementation of the project, “Improving capacities to leverage migrant remittances for development in Ghana” in a timely manner and be responsible for the financial, administrative and technical oversight of the project, in line with IOM’s policies and practices as well as donor requirements.
\n\u2022\u00a0\u00a0 Ensure the organisation of remittances capacity-building workshop for stakeholders and a workshop on development of recommendations to encourage the use of remittances in socio-economic development activities.
\n\u2022\u00a0\u00a0 Coordinate the contracting of a qualitative study to clarify practices of service institutions and special financial services available to migrants
\n\u2022\u00a0\u00a0 Oversee the finalisation and analysis of a household survey on remittances flows, use and impact in Ghana
\n\u2022\u00a0\u00a0 Implement all activities related to the Connecting Diaspora For Development (CD4D) programme in Ghana with a focus on healthcare, ICT and food security, in partnership with relevant organisations, including the Ministry of Health, Ministry of Food and Agriculture, Ghanaian healthcare institutions and NGO partners
\n\u2022\u00a0\u00a0 Disseminate information about the CD4D programme to key institutions in Ghana and maintain a regular network of information-sharing with relevant CD4D partners
\n\u2022\u00a0\u00a0 ln cooperation with host institutions, provide practical assistance to the Diaspora professionals during their stay in Ghana
\n\u2022\u00a0\u00a0 Organise, facilitate, coordinate and supervise the training and monitoring activities for beneficiaries of the CD4D project, including making logistical arrangements
\n\u2022\u00a0\u00a0 Provide regular reporting on the implementation of the projects, progress achieved and expenditure
\n\u2022\u00a0\u00a0 Research and compile relevant documentation on individuals and institutions associated with CD4D, as well as participate in workshops and meetings as required
\n\u2022\u00a0\u00a0 Provide technical support to government partners on migration and development issues, including support during the formulation of the Government’s Diaspora Engagement Policy.
\n\u2022\u00a0\u00a0 Support the Inter-Ministerial Steering Committee on Migration in the implementation of the National Migration Policy
\n\u2022\u00a0\u00a0 Participate in the development of new project proposals and resource mobilisation in coordination with the Project Development Officer and\/or the Chief of Mission
\n\u2022\u00a0\u00a0 Perform such other duties as may be assigned<\/p>\n

\u2022\u00a0\u00a0 Internals of the Organisation and NMS candidates, as well as external female candidates, will be considered as first-tier candidates. This vacancy is also open to second-tier candidates.

Qualification Required & Experience<\/strong><\/p>\n

\u2022\u00a0\u00a0 Bachelor’s degree in Political or Social Sciences, Law and\/or International Relations or a related field from an accredited academic institution with four years of relevant professional experience; or High school degree with six years of relevant professional experience.
\n\u2022\u00a0\u00a0 Sound and proven understanding of internal and international migration issues in Ghana, the sub-region and related issues with a focus on Migration and Development
\n\u2022\u00a0\u00a0 Experience in managing projects and capacity-building activities
\n\u2022\u00a0\u00a0 Experience in liaising with governmental and diplomatic authorities as well “as with national and international institutions
\n\u2022\u00a0\u00a0 Familiarity with financial and business administration
\n\u2022\u00a0\u00a0 Experience in drafting narrative project reports and project documents.<\/p>\n
