Decision makers have insufficient evidence to determine which intervention models are best suited to overcome particular public health challenges and to achieve health-indicator targets. The project is expected to grow the evidence base to support improved resource allocation, policy advocacy, and public health programming. It will address critical gaps in the research and evidence for program implementation for USAID\/West Africa\u2019s Regional Health Office (RHO) family planning and HIV\/AIDS activities. The purpose of this project is to make available relevant and timely research and evaluation findings to decision makers at USAID\/WA and its regional and local partners at all levels: local, regional, national, and international.<\/p>\n<p><strong>Job Description<\/strong><\/p>\n<p><strong>Job Title:\u00a0Communications Manager<\/strong><\/p>\n<p><strong>Timeline and Location<\/strong><\/p>\n<p>This position is based in Accra, Ghana.<\/p>\n<p>The position will be filled as soon as a qualified applicant is identified. The Communications Manager is a key personnel position and will serve in this role until the project ends on January 31st, 2020.<\/p>\n<p><strong>Position Summary<\/strong><\/p>\n<p>The Communications Manager is responsible for oversight of all project-related communications and dissemination of operations research and evaluations findings locally, regionally, and internationally. S\/he will work closely with USAID\/West Africa, RHO, and the IBTCI Home Office, and reports to the Chief of Party.<\/p>\n<p><b>Responsibilities<\/b><\/p>\n<ul>\n<li>Working closely with USAID RHO and partners, assess and evaluate existing communications capacity and needs, including an analysis on existing communications strategies;<\/li>\n<li>Plan and operationalize a communications and dissemination strategy at international, regional, and national levels;<\/li>\n<li>Based on the needs assessment and project objectives, build capacities to deliver the communication strategy;<\/li>\n<li>Work with USAID RHO and other partners to design new communications programs and identify new channels of dissemination for research and evaluation findings;<\/li>\n<li class=\"\">Strengthen existing outreach and communication tools; and,<\/li>\n<li class=\"\">Develop and maintain relationships with partners and stakeholders at national and regional levels.<\/li>\n<\/ul>\n<p><b>Qualifications<\/b><\/p>\n<ul>\n<li class=\"\">At least 7 years of experience in developing and implementing communications strategies and developing communications materials for international public health projects in Africa, ideally in francophone West Africa.<\/li>\n<li class=\"\">Master\u2019s degree in Communications, Public Health, or related field required.<\/li>\n<li class=\"\">Ability to develop, maintain, and utilize relationships with key external stakeholders, including: USAID\/WA, USG, WAHO, and host-country Ministries of Health to identify decision time-lines and strategies on how, when, where, and to whom research and evaluation findings should be disseminated.<\/li>\n<li class=\"\">Ability to conduct stakeholder analysis for communications materials.<\/li>\n<li class=\"\">Ability to translate complex scientific and public health policy and programmatic findings and reports into communications materials for various target audiences.<\/li>\n<li class=\"\">Skills in the development and implementation of a wide range of communication products.<\/li>\n<li class=\"\">Fluency in speaking, reading, and writing both English and French<\/li>\n<li>Travel throughout the West African region as necessary will be required.<\/li>\n<\/ul>\n<p><b>Options<\/b><\/p>\n<p>Email this job to a friend Refer<\/p>\n<p><b>Working Conditions:<\/b> Work is performed in a typical corporate office environment.<\/p>\n<p><b>Physical Requirements<\/b> Ability to lift up to twenty five pounds.<\/p>\n<p>No phone calls please.
