Come help us build the foundations for communities to function and people to live with dignity and respect.<\/p>\n<p><strong>Functional Responsibilities<\/strong><\/p>\n<p>Under the guidance and direct supervision of the Procurement Officer, the Procurement Associate is responsible for effective delivery of procurement services in order to obtain the best value for money. S\/He manages and ensures the provision of efficient and timely procurement and contract administration support services.<\/p>\n<p>In the discharge of her\/his duties, the Procurement Associate works with minimal supervision and liaises with UNOPS Programme Support and management Officers and Programme Management Chief Technical Advisors, Portfolio Managers and Portfolio Assistants in order to ensure best support.<\/p>\n<p><strong>Summary of Key Functions:<\/strong><\/p>\n<ul>\n<li>Implementation of procurement and operational strategies<\/li>\n<li>Procurement planning and systems<\/li>\n<li>Requisitions\/procurement and sourcing strategies<\/li>\n<li>Bidding and tendering processes<\/li>\n<li>Contract administration<\/li>\n<li>Support to knowledge building and knowledge sharing<\/li>\n<\/ul>\n<p>1. Ensures <strong>implementation of procurement and operational strategies<\/strong>, focusing on achievement of the following results:<\/p>\n<ul>\n<li>Full compliance of procurement activities with UNOPS rules, regulations, policies and strategies.<\/li>\n<li>Inputs to the office\u2019s procurement business processes mapping and to the elaboration of internal Standard Operating Procedures (SOPs) in Procurement, in consultation with the direct supervisor and office management.<\/li>\n<\/ul>\n<p>2. Supports <strong>procurement planning and systems,<\/strong> focusing on achievement of the following results:<\/p>\n<ul>\n<li>Collaboration with projects personnel and Managers in the preparation of their procurement plan;<\/li>\n<li>Collaboration in the development and implementation of a procurement management system in respect of planning, awarding, administering and monitoring of all matters related to procurement for the Regional Office\/Project Centre<\/li>\n<li class=\"\">Maintenance and update of procurement monitoring system and provision of feedback on purchase orders to requesting office;<\/li>\n<\/ul>\n<p>3. Supports the office\u2019s <strong>requisitions\/procurement processes and sourcing strategies,<\/strong> focusing on achievement of the following results:<\/p>\n<ul>\n<li class=\"\">Defining with requesting entity the best way of providing goods, works and services, including procurement deadlines for each stage;<\/li>\n<li>Review of requisitions for completeness and adequacy of technical specifications;<\/li>\n<li>Preparation of proper and complete specification for equipment and materials, Terms Of Reference and Statement of Works for the preparation of RFP, RFQ and ITB, ensuring clearance\/approval by respective units of the requests<\/li>\n<li>Drafting of letters, memoranda, faxes, email, etc.; monitoring of progress and liaison with vendors during the entire procurement cycle; investigation and resolution of post-order problems and of progress reports on procurement matters;<\/li>\n<li>Oral\/written responses to queries from projects, clients, companies, etc. regarding procurement related matters<\/li>\n<li class=\"\">Preparation of monthly reports on procurement matters;<\/li>\n<li class=\"\">Liaison with the logistics unit or projects on receipt of goods, equipments and services in view of obtaining proper delivery report, RIR, or relevant certificates and that proper inventory is taken;<\/li>\n<li class=\"\">Ensuring availability of all supporting documents for audit and freview purposes<\/li>\n<li>Conduct of market research to determine sources of supplies by using United Nations Global Market Place, and other external sources;<\/li>\n<li>Set-up\/enhancement and mainenance of the local supplier database, ensuring regular update of data<\/li>\n<\/ul>\n<p>4. Supports the <strong>bidding and tendering processes,<\/strong> focusing on achievement of the following results:<\/p>\n<ul>\n<li>Preparation of shortlists of suitable contractors\/suppliers for purchases<\/li>\n<li>Preparation and issuance of EOI, RFQ, ITB, RFP or other tender documents as may be required, ensuring their conformity with UNOPS approved templates or seeking Legal clearance in case of required adjustments;<\/li>\n<li>Together with the requesting programme\/operations component, review and evaluate bids or proposals received and preparation of analysis for contract awards<\/li>\n<li>Maintenance of LPC records<\/li>\n<\/ul>\n<p>5. Provides <strong>support to efficient contract administration,<\/strong> focusing on achievement of the following result:<\/p>\n<ul>\n<li class=\"\">Preparation of POs and necessary amendments ensuring conformity with template UNOPS documents for review by the requesting unit;<\/li>\n<li class=\"\">Follow-up on signing of contracts, LPOs by vendors;<\/li>\n<li class=\"\">Maintenance of a vendor database and usage of system to record the listing, updating, evaluation and and monitoring of performance of service providers and vendors;<\/li>\n<li class=\"\">Maintenance of contracts, LPO filing system;<\/li>\n<\/ul>\n<p>6.
