The Government of Ghana has received a Project Preparatory Advance from the World Bank towards the cost of the Ghana Skills and Technology Development Project (GSTDP) and intends to apply part of the proceeds of this facility to eligible payments under the contract for the engagement of suitably qualified individuals for the positions to be based at the Head Office of the Council for Technical and Vocational Education and Training (COTVET) in Accra.<\/p>\n

Job description:<\/strong><\/p>\n

    \n
  • Prepare project’s annual and overall work plans, including operations and budgets<\/li>\n
  • Manage the implementation of project work plans approved by the PSC<\/li>\n
  • Manage all of the project’s operational aspects on a day-to-day basis;<\/li>\n<\/ul>\n

    Assist the Executive Director of COTVET in coordination of the work of the PSU in its daily operations with all of the ministries and agencies involved in the Project; international agencies who are contributing to this project; and the World Bank<\/p>\n

      \n
    • Monitor all project activities including: evaluation of technical assistance provided under all components. SDF implementation, procurement of goods, selection of consultants, awarding of contracts and disbursement of funds based on the M&E System developed by the M&E Officer<\/li>\n
    • Coordinate the work and functions of the consultants employed under the Project<\/li>\n
    • Coordinate and participate in WB supervision of the GSTDP, and produce with the PSU officers the quarterly and annual implementation progress reports, the Mid Term Review and the Implementation Completion Report<\/li>\n
    • Provide advice to the Executive Director of COTVET on any other matters related to the Project to help ensure its successful implementation<\/li>\n
    • Approve and countersigns with project accountant, all payments, disbursements and withdrawal applications<\/li>\n<\/ul>\n

      Required job skills:<\/strong><\/p>\n

        \n
      • A relevant university degree in management (human resources), engineering, business administration, economics, or any other fields<\/li>\n
      • Knowledge of (any combination of) private sector development, labor market and employment issues, technology and vocational training is desirable<\/li>\n
      • Minimum ten years of professional and management experience preferably in the private sector<\/li>\n
      • Prior experience in managing and\/or working with World Bank-assisted projects is highly desirable<\/li>\n
      • Strong organizational, managerial and analytical skills<\/li>\n<\/ul>\n
