Technical specialists cover the range of practice areas on which Chemonics\u2019 and donor organizations focus their efforts.<\/p>\n<p>In addition, we look for individuals who have a passion for making a difference in the lives of people around the world and demonstrate leadership, versatility, and integrity in their work.<\/p>\n<p><strong>Job Description<\/strong><\/p>\n<p><strong>Job Title:\u00a0Governance and Strategic Leadership Advisor<\/strong><\/p>\n<p>Chemonics seeks a governance and strategic leadership advisor for a one year assignment to support the Interim Management Team (IMT) of the Ministry of Health (MOH) of Ghana in rolling out the ministry\u2019s five-year strategic Supply Chain Master Plan (SCMP) and its related activities. The plan envisions universal access to affordable, high-quality health services and the development of guiding policies for effective, efficient management of the commodity supply system. Initially developed in 2012, the SCMP was revised in September 2015 to address identified implementation challenges and key supply chain constraints that emerged following the fire at the Central Medical Store in January 2015. The governance and strategic leadership advisor will support the operationalization of SCMP strategies, and activities to achieve key milestones and ultimately an effectively functioning supply chain system. The advisor\u2019s tenure is anticipated to begin October 2016 and end September 2017. We are looking for individuals who have a passion for making a difference in the lives of people around the world.<\/p>\n<p><strong>Responsibilities include:<\/strong><\/p>\n<ul>\n<li class=\"\">Set up of the Supply Chain Management Unit (SCMU): support the IMT and the Steering Committee and subcommittees and the MOH to successfully establish the proposed SCMU to coordinate supply chain functions within the MOH and steer the rollout of the SCMP<\/li>\n<li>Engage the IMT so that under the stewardship role of the SCMU, activities under the unit\u2019s work plan are costed and financial resources secured and allocated for their implementation. In the short run, the SCMU must be closely supported by the IMT to lead activities under the Supply Chain Master plan, enhance the unit\u2019s visibility so that slowly but surely, the unit begins to be recognized as the leading and coordinating entity in all matters related to supply chain system strengthening<\/li>\n<li class=\"\">Develop a transition plan to SCMU: assist the IMT to develop a transition plan detailing how supply chain tasks currently managed by other actors (including the IMT) will be transitioned to the new SCMU and agency when it is finally established<\/li>\n<li class=\"\">Develop a fully budgeted work plan for Years 1 through 3 for the new SCMU: support the IMT to develop a budgeted draft work plan for the initial three years of the existence of the new supply chain management agency when established<\/li>\n<li>Support the use of data for decision-making and planning and develop metrics to monitor and evaluate performance of the supply chain that will focus on such issues as enhanced data visibility, transparency, accountability, efficiency, and cost-effectiveness of the supply chain<\/li>\n<li>Coordinate and communicate with partners: closely work with local and international partners, such as the Global Fund, USAID, and other in-country USAID-funded projects<\/li>\n<li class=\"\">Engage key stakeholders, both local and international, to advocate for resources for improving supply chain management systems and to enhance key and relevant health systems strengthening components, including governance, management capacity, human resources, and monitoring and evaluation<\/li>\n<li class=\"\">Finalize central warehouse arrangement and transition from Imperial Health Services (IHS) warehoused commodities<\/li>\n<li class=\"\">Establish framework contracting for health commodity procurement<\/li>\n<li class=\"\">Support last mile distribution of health commodities from the regions<\/li>\n<li class=\"\">Finalize system design for Logistics Management Information System (LMIS)<\/li>\n<li class=\"\">Develop operations research into the pricing structure for health commodities, payments arrangements, and implications for national health insurance<\/li>\n<\/ul>\n<p><strong>Qualifications:<\/strong><\/p>\n<ul>\n<li class=\"\">Minimum 10 years of experience at the highest leadership and management spheres within public sector health programs<\/li>\n<li class=\"\">Experience in supporting the review and update of important policies and service delivery guidelines to foster enabling environments for supply chain management<\/li>\n<li class=\"\">Experience in conducting advocacy activities to support the identification of resources to strengthen supply chains<\/li>\n<li class=\"\">Experience in facilitating dialogue among local and international stakeholders<\/li>\n<li>Background in recommending and leading the implementation of interventions designed to strategically strengthen leadership and capacity to manage supply chains<\/li>\n<li>Experience in supporting the implementation of approaches for enhancing transparency and accountability in supply chains<\/li>\n<li>In-depth knowledge of the gaps and challenges public health supply chains face in developing countries, with emphasis in Africa and with the Ghana health system<\/li>\n<li class=\"\">Demonstrated leadership, versatility, and integrity<\/li>\n<li class=\"\">Highly experienced in public health commodities and working experience in multicultural environment<\/li>\n<\/ul>\n","protected":false},"excerpt":{"rendered":"<p>We continually seek outstanding individuals willing to serve as long- or short-term technical specialists.
