DFID remains one of the largest bilateral donors in Ghana but we are in transition towards a smaller spending programme that focuses more on providing high-level advice in support of Ghana\u2019s position as a Lower Middle Income Country. The UK Government will provide more than \u00a3125m of aid to Ghana each year for the next four years \u2013 through the bilateral programme managed directly by DFID Ghana, through programmes run from DFID in the UK and through other UK Government Departments\u2019 programmes.<\/p>\n

The office in Accra currently has around twenty programmes covering education, health, social protection, gender, economic development, governance, and accountability. We work with a range of different partners to deliver these programmes \u2013 including Government, non-government organizations, and private sector suppliers. We also work very closely with other development partners, including the World Bank, United Nations, International Monetary Fund, European Union and with other bilaterals. We work increasingly closely with other parts of the UK Government represented in Accra.<\/p>\n

Job Description<\/strong><\/p>\n

Job Title: A2 Governance Adviser<\/strong><\/p>\n

SALARY: GHC 223,173 per annum<\/p>\n

DURATION: Permanent position<\/p>\n

REFERENCE NO: GHA\/1017<\/p>\n

Summary of the role<\/p>\n

DFID Ghana is planning to recruit a Governance Adviser (GA) to be based in its office in Accra. The role incorporates technical leadership and oversight of DFID programmes; providing cross-cutting governance advice to the office UK Government in Ghana, and policy engagement with donors, Government of Ghana and civil society organizations (CSOs).<\/p>\n

Key Duties and Responsibilities<\/p>\n

DFID is looking for an individual who is both politically and policy astute in the area of governance, with a proven track record of effective delivery of governance programmes. The programme portfolio will be decided based on the strengths and interests of the selected candidate but could include programmes related to:<\/p>\n

extractives; transparency and accountability; service delivery; and anti-corruption.<\/p>\n

The selected candidate will also be expected to provide high quality and relevant political economy and governance analysis and advice across the DFID office and the wider UK in Ghana team at the British High Commission. This will inform programme design, implementation and monitoring, and working with other technical\u00a0advisers to ensure appropriate attention to governance analysis.<\/p>\n

The selected candidate will be expected to represent DFID Ghana in relevant external fora and work with other donors, Government and civil society to ensure that strong governance analysis is more broadly considered in development activities.<\/p>\n

Required Skills or Experience<\/strong><\/p>\n

Knowledge and Experience<\/strong><\/p>\n

The Framework requires staff at this grade (A2) to have a minimum of a Master\u2019s degree, or equivalent level of academic or professional experience, in political science, international relations, public administration, management, accounting, finance, law or development studies.<\/p>\n

Governance Technical Competencies:<\/p>\n

The Framework requires that A2 Governance Advisers demonstrate knowledge of and experience in:<\/p>\n

Applied Governance and Political-Economy Analysis;
\nand at least two of the following specialist governance competencies:<\/p>\n

Security, Justice and Human Rights
\nAccountable and Inclusive Politics
\nPublic Sector Governance and Service Delivery
\nInclusive Growth and Economic Development
\nPublic Financial Management and Domestic Revenue Mobilisation, &
\nAnti-Corruption.<\/p>\n

A2 Governance Advisers are also required to demonstrate that they understand international development; and\/or can use evidence to inform policy and programming; and\/or can design and manage programmes and projects; and\/or can develop and implement policy; and\/or can apply the economic and commercial concept.<\/p>\n
