The Deutsche Gesellschaft fur Internationale Zusammenarbeit (GIZ) GmbH has been commissioned by the Federal Ministry of International Cooperation and Development to implement the German contribution to the bilateral Programme for Sustainable Economic Development (PSED) in Ghana.<\/p>\n

The three-year program commenced April 1st, 2016 and aims to enhance the access to innovative and market-oriented micro finance services as well as to strengthen employment in micro, small and
\nmedium-sized enterprises (MSME). In the implementation area \u201cFinancial Systems Development\u201d (FSD) the module-objective is to increase usage of financial services by low-income households and MSME. Financial services encompass credit, savings, payment, as well as insurance services. The program follows a multilayer approach in five areas of activities:
\n\u2022 Enhancement of the regulatory framework
\n\u2022 Strengthening of supervisory functions
\n\u2022 Strengthening of consumer protection and financial education
\n\u2022 Extension of financial product and services portfolio available
\n\u2022 Enhancement of relevant technical and professional education and training offers.<\/p>\n

The program will follow the methodological approach of Capacity Development in these five areas. Human and institutional capacities will be strengthened within systems, networks, organizations as well as individuals.<\/p>\n

Job Description<\/strong><\/p>\n

Job Title: General Manager<\/strong><\/p>\n

Responsibilities<\/strong><\/p>\n

The advisor is responsible for
\n\u2022 Supporting the program module \u201cFinancial Systems Development\u201d (FSD) within the Programme for Sustainable Economic Development (PSED) by providing technical assistance and advice to the programme partners in Ghana (these are the Bank of Ghana with its departments \u201cOther Financial Institutions Supervisory Department (OFISD)\u201d, \u201cFinancial Stability Department (FSD)\u201d and \u201cPayment Systems Department (PSD)\u201d and eight micro finance sector associations);<\/p>\n

\u2022 Supporting the operational and financial management in the area of micro finance towards the background of the program objectives, annual budgets, managerial decisions and in agreement with the superior; this encompasses regular planning. monitoring and evaluation of activities;<\/p>\n

\u2022 Technical coordination with two international Development Workers deployed in two micro finance associations;<\/p>\n

\u2022 Public relations and media work to contribute to visibility of the Programme and its partners in coordination with the superior;<\/p>\n

Advising the partner institution(s)<\/strong><\/p>\n

The advisor
\n\u2022 Assists the superior in the planning, implementation, and monitoring of project\/program plans and activities in close consultation with counterparts
\n\u2022 Supports the coordination\/liaison with and advice to the FSD partner organizations in coordination with a team of micro finance advisors and the superior of PSED on specific technical topics: Regulatory Framework and its Familiarization, Supervisory Capacity \/Actions Strengthening, Consumer Protection Improvement,\u00a0Technical Capacity Development of MFIs, Research on MFI Sector for Policy and Strategy, Expansion of MFI Products & Services, Financial Education on MFI Sector and Electronic Payment Services, Strengthen Financial Inclusion and Sector
\n\u2022 Designs prepares and implements workshops, seminars and other events on issues connected with the rules and regulation<\/p>\n

Networking and cooperation<\/strong><\/p>\n

The advisor
\n\u2022 Supports cooperation, regular contact, and dialogue with partners assist with PR work and supports the coordination with other relevant development organizations, non-governmental agencies, and individuals in the project\/program environment, as well as with other GIZ projects to improve impact achievement, support business acquisition of GIZ and to maintain good working relationships;
\n\u2022 Contributes to the internal communication, knowledge management, team work of GIZ Ghana and adheres to its corporate values and guidelines;
\n\u2022 Communicates in the interests of the PSED program and GIZ and encourages sharing ideas and information for the benefit of the project\/program.<\/p>\n

Knowledge Management<\/strong><\/p>\n

The advisor
\n\u2022 Ensures knowledge transfer and the documentation of information on project\/program results (project fact sheets)
\n\u2022 Develops ready-to-use strategies and technical concepts, including guidelines, manuals, and procedures
\n\u2022 Draws up reports and presentation documents
\n\u2022 Prepares appropriate input for various project\/program reports including annual reports, and contributes to the other reports required by the program manager and GIZ Head Office
\n\u2022 Assists with research activities and studies on political issues which benefit joint programs.<\/p>\n

Coordination tasks<\/strong><\/p>\n

The advisor
\n\u2022 Assists with general project planning and develops project concepts including preparation, organization, and moderation of planning exercises and their implementation, management, monitoring, quality management, evaluation, communication, and documentation
\n\u2022 Coordinates with two Development Workers deployed with micro finance associations on the technical contents of their work, assuring their contribution to program\u2019s results achievement;<\/p>\n

Qualification Required & Experience<\/strong><\/p>\n

\u2022 Masters\/MSc \/ MBA in an area of financial systems development and\/or accounting and finance or relevant professional qualification; related to the project\/program objectives, with a focus on financial services regulation and supervision, research, products, and services development
\n\u2022 At least 7 years\u2019 professional experience in a comparable position
\n\u2022 Substantial in-depth work experience with the Bank of Ghana, preferably with the Banking Supervision Department and knowledge of its structures
\n\u2022 Experience in the areas of Banking Supervision and prudential examination of financial service providers, Micro Finance Regulation and Monitoring, Payment Systems and services, Digital Financial Services, Consumer Protection and regulations
\n\u2022 Experience in auditing, monitoring, and supervision, marketing, market analysis, product and services development, especially on credit and savings
\n\u2022 Profound expertise in the management of national and international experts \/ consulting companies.
\n\u2022 Very good working knowledge of ICT technologies (related software, phone, fax, email, the internet) and computer applications (e.g. MS Office with advanced skills in Excel)
\n\u2022 Experience in database programming and Management (MySQL, ) to be applied to supervision and regulation in Banking and Micro finance,
\n\u2022 Fluent written and oral knowledge in English; German is a useful asset
\n\u2022 Willingness to travel frequently within and beyond Ghana<\/p>\n
