The Improving Food Safety Systems Project (IFSSP) in Ghana is a USAID program that aims to improve access to markets for Ghana\u2019s farmers. The objective is to strengthen the sanitary and phytosanitary (SPS) compliance system for Ghanaian fruits and vegetables to enable public and private sector collaboration for active growth in exports and sector productivity and profitability. IESC supports cooperation between Ghana\u2019s public and private sectors to help establish a strong traceability system to identify when and where food safety and quality problems are introduced \u2013 at growing, harvesting, processing, or packaging. Drawing on IESC\u2019s robust registry of about 7,000 highly skilled volunteer experts, IESC works with the Government of Ghana to strengthen the food safety compliance system for Ghanaian fruits and vegetables, starting with mangoes and chilies and trains private exporters and farmers on good agricultural practices.<\/p>\n

Job Description<\/strong><\/p>\n

Job Title: Traceability Technical Specialist<\/strong><\/p>\n

Duties and Responsibilities:<\/strong><\/p>\n

General<\/strong><\/p>\n

\u2022 Provide strategic guidance, management, and general technical advice for IFSSP program components one and three, with a strong focus on achieving defined results for a sustainable traceability system for stakeholders in the Government of Ghana agricultural sector and private sector horticulture beneficiaries;
\n\u2022 Manage day to day program implementation of pilot traceability system for SMEs in horticulture value chains and coordinate certification improvements across the targeted IFSSP community with specific oversight for contractors and software development vendors;
\n\u2022 Reports to Project Country Director of IFSSP in Accra office.<\/p>\n

Traceability System Development<\/strong><\/p>\n

\u2022 Manage day to day implementation activities and coordinate with key IFSSP stakeholders, and with traceability system developer(s) in order to ensure the system is implemented and successfully piloted on time and within budget.
\n\u2022 Liaise with international traceability IT subcontractor, key government stakeholders, value chain actors and other parties as necessary to ensure that the needs of all actors\u2019 needs are articulated in a final traceability system pilot and that actors are active participants throughout its development.
\n\u2022 Provide weekly updates on traceability system development to IFSSP team and, upon request, to USAID\/Ghana to include successes and challenges to-date, next steps and action items.
\n\u2022 Conduct ongoing reviews of system development and provide input to and feedback for functional\/technical requirements on materials developed by subcontractor, especially regarding the following:
\nFinal project delivery schedule
\nTraceability system blueprint
\nReport detailing implementation of system
\nMonthly reports
\n\u2022 Support defining the following aspects of the system:
\nTraceability implementation scenarios and\/or options
\nInterface and integration requirements
\nCustomization and enhancement needs
\n\u2022 Identify and design relevant capacity building training for all actors independently and with a subcontractor.
\n\u2022 Develop and draft sustainability plan for ongoing traceability system maintenance beyond the life of the project.
\n\u2022 Support measuring outcomes and impacts of the system\u2019s development and piloting with IFSSP\u2019s monitoring, evaluation, and learning (MEL) specialist.
\nCertification Systems Coordination and Improvement
\n\u2022 Manage IFSSP\u2019s involvement in supporting the development of an exporter focused certification system to ensure to SPS compliance and integration into the traceability system.
\n\u2022 Advise on best practices with regard to certification in order to support Ghanaian trade and export opportunities through project activities.
\n\u2022 Coordinate and\/or attend meetings with donors, implementers, and stakeholders on topics related to certification and program technical activities for ongoing support and development.
\n\u2022 Draft specific scopes of work for volunteer support to advance the results under traceability and certification through volunteer technical capacity building and interventions.<\/p>\n

Qualifications:<\/strong><\/p>\n

\u2022 Graduate degree or equivalent in agriculture, ag-business, international development, economics, public policy, or other relevant fields; Bachelor\u2019s degree with 10+ years of experience acceptable.
\n\u2022 5+ years of experience managing technical components of complex agricultural projects.
\n\u2022 Experience with information technology and its relevance to traceability system development, design and\/or management.
\n\u2022 Experience with certification system development, design and\/or management with specific focus on IPPC, HAACP, and other internationally recognized standards.
\n\u2022 Demonstrated ability to interact effectively and collaboratively with a broad range of public and private sector counterparts and other key stakeholders.
