Job Description<\/strong><\/p>\n

Job Title:\u00a0Monitoring & Evaluation (M&E) Officer<\/strong><\/p>\n

CARE International in Ghana is seeking a qualified candidate to fill the position of a Monitoring & Evaluation (M&E) Officer for its Cocoa Sustainability Initiative 2 project. The project is a three-year partnership between CARE International in Ghana and General Mills Foundation, a US based Food Company.
\nThe project is located in the Asikuma-Odoben-Brakwa district in the Central region. The purpose of the initiative is to: Enhance gender equality and equity among women, men, boys and girls, Improve women\u2019s agency through social, economic and political empowerment, Increase women\u2019s participation in decision-making processes and in local governance, Increase access of cocoa and food crop farmers to climate smart extension services.
\nThe goal is to empower cocoa-growing communities to take leadership in meeting their long-term developmental goals and delivering sustainable cocoa value chain.<\/p>\n

JOB SUMMARY<\/strong><\/p>\n

The M&E Officer will be based in Kumasi and will be required to travel to all project communities in the Asikuma-Odoben-Brakwa district of the Central region. The M&E Officer will report directly to the Project Manager of the General Mills project\/ Kumasi Sub-Office Team Leader, based in Kumasi. The M&E Officer will be responsible for the implementation of the project M&E plan which is essentially based on the Social Return on Investment (SROI) framework and assist the project team to monitor and report on the project outcomes.<\/p>\n

Key Responsibilities<\/strong><\/p>\n

Responsible for the design and implementation of the M&E plan (SROI Framework) in conjunction with Programme Coordinating Unit (PCU) and other Implementing Partner Staff of the Cadbury Cocoa Partnership in Ghana.<\/p>\n

Maintain and operate a management information system of all project training activities that is periodically updated to reflect progress and performance.
\nGenerate and provide required information and data on all variables and indicators (activity, outcome and impact levels) required for preparing regular project implementation and progress reports.
\nImplement all M&E processes of the project.
\nSupport Project Manager to comply with Donor and CARE reporting Requirements.
\nLiaise with PO1 for regular documentation of project learning and best practices.
\nSupport the PM to design, develop and implement project strategies and plans, ensuring they are in line with the project objectives, strategies and
\nprinciples, and CARE\u2019s mission and vision.
\nSupport the PM to design and implement project approaches and methodologies aiming towards community empowerment, partner capacity building, partnerships and policy influence as well as lesson learning.
\nWork with other M&E officers to ensure linkages and synergy between the General Mills project and other projects\/programmes.<\/p>\n

Required Skills or Experience<\/strong><\/p>\n

A minimum qualification of a first degree in Statistics, Agricultural Economics or Management Information System with experience in Rural Development and Agriculture.
\nExperience in Economics, Computer Science and management will be an added advantage.
\nStrong Practical Knowledge in Database Development, Management and Analysis.
\nAt least 3 years post qualification experience in a community development project management environment,
\nRelevant experience in capacity building activities and working with farming communities, CBOs, traditional institutions, NGOs and public sector agencies.
\nStrategic and conceptual thinking ability.
\nCritical thinking, creative and analytical.
\nExcellent communication skills and good team player.
\nExperience in facilitating linkages, relationship building and networking.
\nGood speaking and writing skills in English and ability to communicate in Twi (Akan).
\nStrong facilitation, People Skills, Integrity and Resilience \/ Adaptation and flexibility.
\nAbility to multitask and work within deadlines;
\nProficient in use of Microsoft applications, including Excel, Word, PowerPoint & Outlook and database software.<\/p>\n
