Job Description<\/strong><\/p>\n

Job Title: Programme Officer<\/strong><\/p>\n

Programme Officer (Ghana)
\nLocation: Cape Coast, Ghana
\nReporting to: Ghana Country Coordinator
\nType: Full-time, for the duration of the project (2 years) after a 6 month trial period, potential for extension, subject to funding
\nSalary: Commensurate with experience<\/p>\n

The Environmental Justice Foundation (EJF) is looking for an organised, proactive and rigorous Programme Officer for its growing team in Ghana.
\nWith significant experience in supporting the implementation of development and advocacy projects, specifically in the fisheries sector, the Programme Officer will work closely with the Ghana Country Coordinator and the West Africa Programme Researcher to achieve EJF\u2019s mission and objectives in Ghana.<\/p>\n

About the project<\/strong><\/p>\n

The Far Dwuma Nk\u0254do \u2013 Securing Sustainable Fisheries project is being implemented by EJF in partnership with Hen Mpoano. Its core aims are to promote food security and improved livelihood options for fishers and their families by: reducing illegal, unreported and unregulated (IUU) fishing activities in Ghana\u2019s waters;
\nsecuring access to marine resources for small scale fishermen; and promoting participatory co-management of fisheries.<\/p>\n

Role of Programme Officer<\/strong><\/p>\n

Support to Project Coordination:
\nProvide technical support and expertise to the design and implementation of project activities.
\nSupport the planning and execution of EJF\u2019s project activities in Ghana and ensure that implementation is to a high standard and reflects provisions contained in project logical frameworks and proposals
\nTake the necessary actions to keep EJF\u2019s project activities on target on a day-to-day basis
\nFacilitate the relationship between EJF Ghana and administrations\/government agencies at the local, national and regional level related to EJF\u2019s projects (MoFAD, Fisheries Commission, Forestry Commission, Districts Assemblies, etc.)
\nFollow up on EJF\u2019s IUU alerts with the MCS Unit and gather all relevant information and feedback for management
\nSupport EJF\u2019s partners in the implementation of activities under their leadership or co-implemented with EJF, ensuring that they are completed in a timely manner
\nParticipate actively in the programme planning process and budgeting for all field activities
\nAssist the Country Coordinator in reviewing project plans and reports received from partners of the consortium under the EU project<\/p>\n

Field\/Community Work:
\nEnsure that project stakeholders at the community level are identified and regularly engaged to maintain positive relationships facilitating the
\nimplementation of approved activities
\nEnsure that all field and community activities are scheduled realistically and implemented according to agreed plans
\nSupervise and coordinate the work of Community Mobilizers and other field staff and report back to the Country Coordinator on potential issues and challenges
\nParticipate in the delivery of workshops and awareness-raising activities with local stakeholders in the context of EJF\u2019s projects.
\nCreate and continually update a schedule for all community engagements, workshops, and training sessions etc.
\nArrange for and ensure that logistics for fieldwork are made available to field staff, in collaboration with the Country Coordinator and the Finance and Administrative Officer
\nMaintain regular contact with chief fishermen of all project districts and ensure artisanal fishers are well targeted by project interventions and involved in project implementation
\nAssess and ensure the safety and security of all Ghanaian staff and visiting international staff on the field
\nSupport the design and dissemination of research studies by providing relevant inputs from field-based activities
\nMonitoring and Evaluation:
\nSupport the monitoring and evaluation of the project in line with the project\u2019s logical framework and in consultation with other project teams and partners
\nCoordinate with implementing partners and the rest of the team in collecting data against agreed indicators and maintain the quality of data\/ statistics gathered from project activities to support the Country Coordinator in reporting to donors
\nAssist the Country Coordinator in designing, coordinating and conducting project evaluations
\nAssist the Country Coordinator in conducting programme data review to ensure key performance indicators are well-tracked<\/p>\n

Reporting:<\/strong><\/p>\n

Assist the Country Coordinator in developing project reports
\nPrepare reports on fieldwork and community visits; collate and pool field reports from other project staff
\nGather and compile key reports from Community Mobilizers in agreed formats for the attention of management<\/p>\n

Required Skills or Experience<\/strong>
\nEssential skills and attributes<\/strong>
\nEducation:
\nUniversity degree in Fisheries Science, Fisheries Economics, or Social Science applied to the fisheries sector\/coastal communities,
\nMaster Degree or above desirable<\/p>\n

Professional experience:
\nAt least 2-3 years\u2019 professional experience with an NGO, international organisation or government authority, involving work with fishing communities and\/or marine conservation issues.
\nExperience of working in a multicultural environment, preferably in the international NGO sector and in the context of a donor-funded project
\nExperience in the fishing industry in Ghana would be considered as an asset.
\nGood knowledge of the Central Region context and, in particular, the coastal districts and coastal communities.<\/p>\n

\nExcellent verbal and written communication skills, both in English and in Fante
\nProblem-solving oriented
\nEthical, responsible, enthusiastic
\nStrong organization skills
\nAbility to spend significant amount of time in the field, and willingness to travel regularly in the Central Region and in Accra
\nAbility to lead good interpersonal interactions with different people
\nComputer literate, particularly with Excel.<\/p>\n
