The International Labour Organization on the Elimination of Child Labour (IPEC), a programme of the International Labour Organization, is operational in over 80 countries worldwide and supported by more than 20 donors. Its objective is the effective abolition of child labour, assisting member States in designing and implementing policies and programmes to prevent and eliminate child labour, including a foucs on the elimination of the worst forms of child labour as a matter of urgency.<\/p>\n

IPEC works to enhance the awareness of member States, workers’ and employers’ organizations, the international community and a wide range of actors about the problem of child labour. It assists countries in implementing International labour standards on child labour and in taking the necessary comprehensive and integrated measures for sustained and effective action.<\/p>\n

IPEC is implemented through nationa, sub-regional and regional programmes, which include country-based and regional technical cooperation projects. IPEC provides assistance through technical advisory services to ILO Constitutents; direct action for the withdrawal, prevention and protection of child labourers; institutions and capacity building; policy and legal reform; training; advocay; devlopment of tools and methodologies; research and statistical surveys; and regular sharing of good practice and collection and dissemination of information. It promotes a worldwide movement to advocate for and provide resources to support national action and works through various interagency partnerships and task forces.<\/p>\n

The Project named “Towards child labour free cocoa growing communities in Cote d’ Ivoire and Ghana through an integrated area based approach” (hereafter “the Project”) proposes an Integrated Area-Based (IAB) approach in which – recognizing that poverty and decent work deficitsare among the primary root causes of child labour – eliminating child labour in cocoa growing communities is managed as a process embedded in the wider national strategies for the elimination of the worst forms of child labour, the promotion of education and decent work and the reduction of poverty. This integrated approach aims to increase the effectiveness and sustainability of IPEC interventions by creating an environment in which children do not simply shift from one hazardous sector or occupation to another, in which vulnerable families and communities are empowered to address their livelihood and economic situation and thus one of the root causes of child labour, and in which the necessary consensus at both community and national levels is generated to gamer the ownership needed to support long-term change<\/p>\n

Job Description<\/strong><\/p>\n

Position title: IT Assistant (50%)

\nStarting date: as soon as possible<\/p>\n

Under the overall guidance of the Director of the ILO Office in Abuja, the Information Technology Assistant of the Project will work under the direct supervision of the Chief Technical Advisor (CTA) and in collaboration with the other Project staff<\/p>\n

Duties:<\/strong><\/p>\n

Perform computing and information technology systems analysis work requiring in depth knowledge and experience in computers, consulting, training and support skills
\nServe as national technical expert dealing with a complex computing environment for the office
\nProvide consulting and troubleshooting services to staff
\nIdentify applications and systems developers to define, describe and solve computerized administrative systems problems, to propose system solutions, and to propose changes and modifications
\nAnalyze and repair routine hardware and software problems and monitor service contracts with vendors
\nTest system input to all new computer applications
\nprovide training and support to staff in the Office on the use of computer systems related to programme monitoring, finance and personnel administration
\nWrite and develop computer programs and databases, and ensure data security and integrity
\nInstall systems computer programs, assist users in the development of ad-hoc on-line inquiries and reports generation, and in the development and use of the database
\nAssist in assessing new technology and in running tests, and recommend the acquisition of new computer software, hardware and related equipment
\nEnsure that computers and related equipment are installed for meetings and local training workshops and seminars
\nSupervise the work of support staff
\nBe responsible for the development and update of the Information Management System (MIS) of the project
\nSupport the partners in the development of the database of the Child labour Monitoring System and the web pages on the fight against child labour
\nPerform any other task that might be assigned by the CTA<\/p>\n

Required Skills or Experience<\/strong><\/p>\n

First level university level degree in computer science, electronics or other related field
\nSix years of professional experience in the relevant Occupational area
\nExcellent command of English good knowledge of another official language of the duty station.
\nKnowledge of the following as applicable: overall computer concepts; personal computer hardware and software; Internet; Intranet; email systems; servers; PC\/server\/network operating systems; databases and information systems; application development; programming languages. Up-to-date knowledge of technological advancements, technical specifications and operating procedures in the area of work. Knowledge of the organization’s computing environment. Ability to clarify users’ requests, and to respond to and resolve technical problems. Ability to communicate effectively both orally and in writing. Ability to provide user support. Ability to produce documentation and reports. Ability to work on own initiative as well as a member of a team. Organizational skills. Ability to deal with people with tact and diplomacy. Must display a high standard of ethical conduct and exhibit honesty and integrity<\/p>\n
