\n\u2022 Co-ordinate work programmes and provide rules, guidelines and procedures to facilitate the achievement of targets set by the Ministry
\n\u2022 Ensure the effective organisation and development of training programmes consistent with sectoral policies and programmes
\n\u2022 Establish systems for effective inter-ministerial and sectoral collaboration and co-operation to avoid duplication and to achieve harmonisation of programmes
\n\u2022 Develop systems of effective work-flow and feedback on the activities within the sector
\n\u2022 Initiate plans and programmes to activate and accelerate the decentralization of the relevant sector where required and,
\n\u2022 Lead the implementation of Public\/Civil Service wide reform agenda as it relate to the sector.<\/p>\n
\n\u2022 A minimum of 15 years relevant working experience in Public Service\/Private sector of which at least 7 years must have been at the level of Director or its equivalent
\n\u2022 Membership of a relevant professional body will be an advantage
\n\u2022 Applicants must be able to serve an initial term of 4 years before the statutory retirement age of 60 years
\n\u2022 Extensive knowledge in I.C.T<\/p>\n
\n\u2022 Excellent leadership and management capacity in public organisation
\n\u2022 Ability to manage people
\n\u2022 Good communication, interpersonal, negotiation, conflict management and presentation skills
\n\u2022 Strong analytical, quantitative and problem solving skills
\n\u2022 Ability to work under pressure and meet deadlines
\n\u2022 Deep appreciation of current Public Financial Management, Procurement and auditing acts and regulations
\n\u2022 Adequate knowledge of the Civil Service
