We expect to mobilise in April\/May 2018.<\/p>\n<p><strong>Job Description<\/strong><\/p>\n<p><strong>Job Title:\u00a0Assistant\u00a0Resident Engineer\u00a0\u2013 Marine Works<\/strong><\/p>\n<p>If you would like to be the first one to hear about this opportunity when it will arise, submit an expression of interest now and let\u2019s stay in touch.<\/p>\n<p>The Assistant Resident Engineer \u2013 Marine Works (ARE) is responsible for leading the marine works construction supervision team in accordance with the consultancy services agreement with particular focus on the administration of the FIDIC Yellow Book contract of the EPC marine works contractor for the delivery of a breakwater; mooring and berthing structures; and dredging.<\/p>\n<p>The ARE also supports the RE in the RE\u2019s duties as the AECOM Project Manager responsible for delivering the consultancy services such that the project achieves agreed KPIs for Client satisfaction, SHE, Quality and finances and also adheres to all company policies and procedures.<\/p>\n<p><strong>Duties and Responsibilities:<\/strong><\/p>\n<p>The ARE\u2019s duties include, but are not limited to the following.<\/p>\n<ul>\n<li>Assist the RE in producing the project execution plan, HSE plan, construction management plan, quality plan, contract management plan, and other functional support plans as may be required for the planned and efficient delivery of the consultancy services.<\/li>\n<li>Steward the EPC Contractor to deliver the works in alignment with the overall project timetable.<\/li>\n<li>Support the design review consultant in the review of drawings and technical specifications with particular focus on construction and construction safety related issues.<\/li>\n<li>Support the Construction Contractor with the procurement of all statutory permits and licences required for the works to proceed.<\/li>\n<li>Monitor the Contractor\u2019s delivery of the Works for compliance with the EPC Contract documents<\/li>\n<li>Reporting, planning, earned value assessments and the like for inclusion in overall project reporting to the Client<\/li>\n<li>Participate and where required lead risk management workshops related to the construction phase of the Work.<\/li>\n<\/ul>\n<p>The ARE is responsible for:<\/p>\n<ul>\n<li>Management of site staff and defining and communicating their duties and roles under the consultancy agreement and the EPC contract.<\/li>\n<li>Conferring with supervisory personnel, owners, contractors, and design professionals to discuss and resolve construction related matters such as work procedures and construction problems.<\/li>\n<li>Mentoring and developing a team of site supervision professionals and making recommendations for specific staff training.<\/li>\n<li>Implementation of the project\u2019s integrated management system including the Quality Management System.<\/li>\n<li>Reviewing and advising on the Contractor\u2019s Quality Plan.<\/li>\n<li>Stewarding the Contractor to deliver the Works to the specified quality in accordance with the Contractor\u2019s Quality Plan.<\/li>\n<li>Recording of any area of defective work identified and stewarding the Contractor in implementation of remedial measures.<\/li>\n<li>Supporting the RE in alternatives assessment and communication with the EPC contractor to deal with the results of delays, bad weather, or emergencies at construction site and stewarding the Contractor in delivery of recovery plans were deemed necessary.<\/li>\n<li>Assessing impacts of proposed contractual changes of scope, schedule and cost.<\/li>\n<li>Receiving and reviewing the Contractor\u2019s daily activity schedule, reporting of activities and progress reporting.<\/li>\n<li>Advising on the suitability of the Contractor\u2019s Method statements and materials proposed by the Contractor<\/li>\n<li>Keeping a site record of all activities.<\/li>\n<li>Reviewing and commenting on Contractors\u2019 Health, Safety, Security and Environmental plans and auditing of working procedures. Stewarding the Contractors to take action on site as deemed necessary to ensure safe working conditions.<\/li>\n<li>Reviewing Contractor\u2019s temporary works proposals. Where deemed necessary, refer temporary works drawings to the design review consultant for review and comment.<\/li>\n<li>Reviewing as-built drawings produced by the Contractor.<\/li>\n<li>Stewarding the Contractors in the preparation of Operation and Maintenance manuals.<\/li>\n<li>Providing support and advice to the Client on Construction Management implementation or interface.<\/li>\n<li>Assisting the RE in reporting to the company on the status of construction progress, and decisions\/changes facilitating or impacting construction progress.<\/li>\n<li>Assisting the RE in coordinating project needs and service delivery with AECOM Africa regional groups: HSE, Quality, HR, Oil &amp; Gas End Market, etc.<\/li>\n<li>Implementing project risk assessment activities and maintaining a project-level risk register.<\/li>\n<li>Supporting the development of tender and contract documents for interfacing works.<\/li>\n<li>Assessing progress against programme and performing earned value assessments.<\/li>\n<li>Managing the site staff including the planning, hiring, developing, mentoring, leading and retention.<\/li>\n<li>Interpreting and explaining plans and contract terms to administrative staff, workers and the Client\u2019s team.<\/li>\n<li>Assisting the RE in coordination of revisions, changes and additions to contractual agreements with clients and contractors.<\/li>\n<\/ul>\n<p><strong>Minimum Requirements<\/strong><\/p>\n<p><strong>Experience:<\/strong><\/p>\n<ul>\n<li>Minimum 5 years of experience in construction site environment<\/li>\n<li>Minimum 5 years of experience in a leadership position overseeing staff and other personnel on major infrastructure projects during construction phase<\/li>\n<li>Minimum 12 years of experience in civil infrastructure industry<\/li>\n<li>Minimum 5 years of experience in the employ of an engineering consulting firm<\/li>\n<\/ul>\n<p><strong>Specific Skills Required:<\/strong><\/p>\n<ul>\n<li>This position requires sound problem resolution, judgment, decision-making, troubleshooting skills and the ability to advocate and direct the implementation of project management systems.<\/li>\n<li>Leadership and negotiation skills to resolve project related issues.<\/li>\n<\/ul>\n<p><strong>Personal Attributes:<\/strong><\/p>\n<ul>\n<li>Team leader \/ decision maker \u2013 ability to identify skill gaps in team members and implement appropriate development<\/li>\n<li>Focused on client delivery \u2013 attention to detail and quality with a capacity to work under pressure and meet deadlines<\/li>\n<li>Empathy towards staff and colleagues \u2013 collaborative management style<\/li>\n<\/ul>\n<p><strong>Other Comments:<\/strong><\/p>\n<ul>\n<li>Eligibility to work in Ghana due to nationality is a requirement.<\/li>\n<\/ul>\n<p><strong>Preferred Qualifications<\/strong><\/p>\n<ul>\n<li>Certification as an AECOM Project Manager is an advantage<\/li>\n<li>Minimum BTech in a relevant engineering field<\/li>\n<li>Membership of a professional organisation<\/li>\n<\/ul>\n<p><strong>What We Offer<\/strong><\/p>\n<p>AECOM is a place where you can put your innovative thinking and business skills into high gear and work alongside other highly intelligent and motivated people.
