The Government of the Republic of Ghana <\/strong>has received a Grant from the International Bank for Reconstruction and Development (“Word Bank”), acting as an Implementing agency of the Global Environment Facility (“GEF”) towards the cost of implementing the Ghana Sustainable Land and Water Management Project (GSLWMP) and intends to apply part of the proceeds of this grant for the payment under the contract for a monitoring and evaluation specialist to manage design a M and E system of the GSLWMP.<\/p>\n

Job Title:\u00a0Monitoring & Evaluation Specialist<\/strong><\/p>\n

The GSLWMP consists of three (3) components, namely:<\/strong><\/em><\/p>\n

Capacity Building for Integrated Spatial Planning
\nWater and Land Management
\nProject Management and Coordination<\/p>\n

Duties and responsibilities:<\/strong>
\nDevelop the project’s logical framework in close collaboration with the project management team, NSLMC and implementing partners, to improve focus and promote effective implementation while retaining the overall goal, objectives, outcomes and impacts approved in the original project document
\nPrepare, on the basis of the approved logframe, a detailed M&E framework for the project. This framework is to include performance indicators, and related targets, methodologies for measuring these, an M&E action plan with reporting frequencies, formats, responsibilities and procedures
\nAccording to the list of project indicators developed, determine if and where specialized data collection or analysis beyond the routine capabilities of implementing agencies are required, and draw up detailed terms of reference for those studies as needed
\nDirectly provide M&E training for the parties to be involved in the monitoring, including the communities, CBOs, relevant staff of MEST and Implementing Partners, etc, and where necessary develop TORs for and oversee the recruitment of specialized M&E training activities that are beyond the capabilities of the consultant to deliver directly
\nReview existing M&E systems in Ghana and make recommendations for sustainability and full integration of the project into Government programmes
\nWork closely with project implementing agencies to establish operational arrangements for collecting, analyzing, and reporting project data, and for investing in capacity building, to sustain the Monitoring and Evaluation function
\nProvide input to the development of the project Management Information System (MIS) to ensure it is fully responsive to the needs of project M&E, and develop simple reporting formats to be used in collecting data by districts staff, and communities which will be compatible with the available MIS software
\nReview the performance indicators and reports produced by different stakeholders and suggest necessary changes to ensure that the established guidelines on project monitoring and evaluation for different project components are respected
\nDevelop M&E sections of regular project reports and work with the technical officer to ensure correct collation, analysis and incorporation of M&E data into overall project progress reports
\nCarry out any other relevant periodic duties that may be assigned by the project Coordinator from time to time<\/p>\n

Required Skills or Experience<\/strong><\/p>\n

The following performance criteria will be used to assess the performance of the M&E Specialist at regular intervals and based upon which the contract with MEST may be continued or terminated.<\/p>\n

Quality and timeliness of deliverables relating to design and implementation of project M&E system
\nQuality and timeliness of TORs for special studies
\nQuality and timeliness of monthly and quarterly reports
\nQuality and timeliness of staff training
\nRelevance and timeliness of data collection formats
\nDemonstrated evidence of transfer of knowledge (over the first year of assuming duty) to AIS procurement staff (verified by Project Coordinator)<\/p>\n

Qualification of the M&E Specialist:<\/strong><\/p>\n

At least a Masters Degree in a field related to sustainable rural development, or sub-contractees with a minimum of a masters degree
\nMinimum of 7 years of relevant professional experience in project management, project monitoring and evaluation and relevant connected fields
\nProven experience with the logical frameworks and other strategic planning, approaches, M&E methods and approaches (including quantitative, qualitative and participatory)
\nA solid understanding of rural development, joint management and gender issues
\nThe specialist should have expertise in designing M&E solutions that address institutions, sustainable land management practices, biodiversity and socio-economics. Familiarity with TerrAfrica M&E measures is an advantage
\nExperience in standard M&E requirements of the World Bank financed projects will be required
\nFamiliarity with and a supportive attitude towards strengthening local organizations and building local capacities for self-management
\nComputer skills (Word, Excel, Access) and MIS systems
\nProficiency in speaking, reading and writing reports in English<\/p>\n
