Description<\/p>\n

World Education, Inc. seeks a local candidate for a Monitoring Evaluation and Learning Manager based in Accra, Ghana pending award from DFID\/Girls\u2019 Education Challenge\/Leave No Girl Behind. The programme aims to improve the literacy and numeracy skills of highly marginalized out-of-school girls and transition them into formal school or employment. This programme seeks to decrease key barriers to access quality education, opportunities for employment and improving safety of highly marginalized girls in schools and their communities, while increasing girls\u2019 knowledge and adoption of positive behaviours, empowering them to become leaders and role models within their communities.<\/p>\n

The Monitoring Evaluation and Learning (ME&L) Manager reports to the Programme Director and is responsible for designing, implementing, and measuring gender inclusion and sensitive education\u00a0 outcomes in agreed work plans. The Monitoring Evaluation and Learning Manager will serve as the lead advisor for Monitoring Evaluation and Learning for the program and manage the ME&L team. She\/he will work closely with NGO Downstream Partners to provide technical support for the implementation and co-ordination of district and community level ME&L activities.<\/p>\n

Responsibilities<\/strong><\/p>\n

Lead development and implementation of the program ME&L system
\nProvide technical guidance in information management, data collection, analysis and reporting for improved accountability
\nParticipate in capacity development efforts for\u00a0 all Downstream NGO partners and other stakeholders
\nCollaborate with partners and stakeholders to establish indicators relevant to their needs
\nWork closely with External Evaluators to conduct M&E research
\nReport directly to the Programme Director and help represent project to donor, fund manager and the Government of Ghana
\nProvide technical ME&L input to staff supporting Downstream NGO partners and other stakeholders
\nSupport documentation and publication of activities and sharing of lessons learned and best practices
\nProvide progress reports according to donor and fund manager requirements
\nWork closely with program senior management team to elaborate integrated strategies, work plans and initiatives
\nHelp ensure cross-cutting issues of participatory monitoring and evaluation, use of data for decision making and improved accountability are integrated in all strategies and activities
\nSupport Programme Director in liaison and collaboration with other donor activities
\nOther responsibilities as assigned.<\/p>\n

Required Skills or Experience<\/strong><\/p>\n

Minimum<\/strong><\/p>\n

An advanced degree in education, international development, sociology or a related field
\nMinimum of 10 years of relevant experience in a similar role as a senior-Manager in the monitoring and evaluation of programs
\nExcellent knowledge of data collection protocols for quality data collection and verification;
\nDemonstrated experience with research methodologies, qualitative and quantitative research methods, data analysis, sampling techniques and establishing M&E systems
\nStrong understanding of the Ghanaian education sector, including district-level education data collection and use
\nDemonstrated experience leading and building the capacity of M&E officers, including field-based staff, to meet project needs and deliverables is strongly desired;
\nExceptional written and spoken communication skills (including presentations) required<\/p>\n

Preferred<\/strong><\/p>\n

Experience planning and facilitating meetings, identifying community needs, working with community leaders and key stakeholders
\nKnowledgeable in monitoring and evaluation standards with a gender and inclusive focus
\nDemonstrated training experience
\nDemonstrated experience building partnerships and networks between government and civil society
\nStrong analytical and reporting skills<\/p>\n
