The MODEC Ghana Metering Engineer role is to complete the Metering engineering discipline inputs as applicable to all Management of Change or specifically acting as Technical focal point for day-to-day Metering equipment issues &amp; support for work activities specifically related to the FPSO operations.<\/p>\n<p>This includes but is not limited to:<\/p>\n<ul>\n<li>Liaisons with offshore Maintenance team to ensure scheduled Metering Maintenance activities are completed.<\/li>\n<li>Dispensation\/deviation processing \u2013 Raise dispensation request for occurrences when operation is necessary out with contractual or regulatory compliance.Will work with relevant governmental bodies to request a formal dispensation based on information from the assets and mitigating measures. Will inform Technical Authority (TA) about granted dispensations and maintain a register of dispensations. Inform Technical Authority (TA) if the situation of the granted dispensation is resolved and operation modus is back in normal status.<\/li>\n<li>Field execution support \u2013 Define sampling year plan and composition requirements in line with partner and pipeline agreements.<\/li>\n<li>Test equipment management \u2013 Develop test equipment list and maximise combination of equipment across assets. Standardise and share equipment whilst maintaining position of availability on each asset.<\/li>\n<li>Spares management \u2013 Develop spares, critical spares and spares philosophy. TLE will prescribe and agree with Technical Authority (TA) the spare-parts position for metering maintenance. Spare parts position is defined by MDL in close corporation with Technical Authority (TA) to maximise combination of equipment whilst maintaining position for corrective maintenance.<\/li>\n<li>Mismeasurements preparation \u2013 Maintain database with mismeasurements. In the case of a mismeasurement the contractor will work to close out the mismeasurement and calculate the correct data. Supporting systems with actual data such as metering supervisory and PI Historian shall be used to ensure accurate data is derived. Consistency in report templates shall be used where possible. In case of a mismeasurement, ensure corrective action is taken (e.g. additional sampling) to minimise impact.<\/li>\n<li>Dispensation\/deviation support \u2013 Metering Engineer and Metering Technicians will execute dispensation mitigating actions and follow-up with progress in order close-out dispensation in timescales agreed at issue. The asset is accountable to operate the metering facility within the boundaries of the dispensations granted. Thereafter an as-found calibration is initiated to determine if any mismeasurement occurred during the \u2018dispensation-phase\u2019.<\/li>\n<li>Audit support \u2013 Agreed items will be entered in the appropriate audit database complete with action follow-up instructions. Regular reports will be issued via the normal routes for reporting open audit action items. Audit items to be progressed in a timely manner.<\/li>\n<li>Calibration performance review \u2013 Analyse calibration data for improvement to the year plan and to detect a mismeasurement. Based on calibration results the level of maintenance and\/or the frequency can be adjusted.Analyse break-down data and calibration results to highlight structural deficiencies. To improve metering performance in general, detection of general failure types and identification of root causes for failures is essential.<\/li>\n<li>Reliability and uptimes \u2013 Monitor metering systems to ensure the operating envelope is within the limitations of the metering facility. When required initiate corrective action. When production takes place outside the operational envelop unreliable production data is generated. Mitigating measures should be initiated.\u00a0 Metering Engineer will recalculate the existing metering facility or propose a modification. Meter ranges\/envelopes are adjusted in time to meet the changing operating requirements.<\/li>\n<li>Review &amp; Approve Mismeasurements \u2013 Communication about the technical aspects of mismeasurement with customers and governmental bodies. Metering Engineer \/ Technician to close the technical elements, commercial to be informed, commercial will inform customer wrt financial implications. Client to approve where mismeasurement &gt;250t. Metering Engineer is accountable for approval and implementation of mismeasurements.<\/li>\n<li>Periodic operational reporting \u2013 \u201d Routine feedback sessions on metering maintenance performance, mismeasurements, dispensations and outstanding audit action items (during the meeting the performance criteria will be reviewed). These sessions will include planned maintenance compliance status, deferment review, corrective maintenance status, requirements for upcoming activities, current issues review &amp; upcoming audit actions requiring close out.<\/li>\n<li>Identify, develop, and complete Management of Change, Engineering Change Requests including Engineering assessments and Software Change Requests with respect to all Metering engineering related systems and equipment. This includes the design and engineering standards and specifications review and development.
