The ARB Apex Bank Limited is a \u201cmini\u201d-central bank for the Rural & Community Banks (RCBs). The Bank was registered as a public limited liability company in January, 2000. The shareholders are the RCBs. It was granted a banking license in June, 2001 and was admitted to the Bankers Clearing House as the 19th member in August, 2001. The Bank has 11 branch offices throughout the country, which are as follows: Accra, Cocoa House, Kumasi, Sunyani, Bolgatanga, Cape Coast, Takoradi, Koforidua, Hohoe, Tamale and Wa.<\/p>\n

Job Description<\/strong><\/p>\n

Job Title:\u00a0Head, Finance and Administration Department<\/strong><\/p>\n

Key Responsibilities \/ Accountabilities<\/strong><\/p>\n

\u2022 Provide strategy leadership to the finance, treasury, human resources and general services units ensuring the application of best practices to achieve the bank\u2019s goals
\n\u2022 Lead in the preparation of the Bank\u2019s strategic plan and supervise the monitoring of progress ensuring that regular progress reports are submitted to the leadership team and the board of directors
\n\u2022 Advise the Bank, as well as the RCBs, on the application of acceptable accounting policies, procedures and systems to ensure compliance to both local and international standards
\n\u2022 Manage the production of financial and managements accounts and reports in accordance with the Bank\u2019s accounting policies, as well as statutory and regulatory requirements, identification of favourable \/ unfavorable trends, unacceptable risks and areas of possible performance improvement
\n\u2022 Oversee the implementation of corporate financial policies and procedures in respect of the investment of all funds being managed by the Bank
\n\u2022 To oversee the management of the Bank\u2019s\/RCBs money in terms of capital and liquidity and to make sure that all parts of the Bank can readily access the cash they need for their business activities
\n\u2022 Work with the Head of Operations to maximise the benefits from the banks financial information systems ensuring that they satisfy reporting requirements
\n\u2022 Oversee and lead in the annual budgeting and planning process in conjunction with the Deputy Managing Director and the entire leadership team
\n\u2022 Coordinate and lead the annual auditing process, including liaising with the external auditors
\n\u2022 Monitor the application of the Bank\u2019s administration policies and procedures to ensure the delivery of satisfactory facilities management, procurement and security services to the Bank ensuring that there are clear systems in place for accountability
\n\u2022 Support the delivery of timely Human Resource interventions in the Bank ensuring that all policies, procedures and systems are in line with best practice, as well as the labour act 2003, (Act 651).
\n\u2022 Promote a conducive employee relations environment by supporting the management of the relationship with the employee union and ensure that there is a clear communications strategy to inform employees of events in the Bank on a regular basis<\/p>\n

Qualification Required & Experience<\/strong><\/p>\n

\u2022 First Degree in Finance & Accounting, B.Commerce or similar qualification from recognised university
\n\u2022 Must be a chartered Accountant
\n\u2022 A Postgraduate degree in Finance, Strategy or similar field is preferred
\n\u2022 10 years of post qualification experience in a similar role in the financial services industry with at least 5 years in a management role
\n\u2022 Leadership of a team of professionals is essential
\n\u2022 Proficieny in the use of Accounting software<\/p>\n

Knowledge and Skills<\/strong><\/p>\n

Knowledge<\/p>\n

\u2022 Excellent knowledge of banking operations and up-to-date knowledge of the regulatory frameworks both locally and at the international level including IFRS reporting, BASEL II & III and other international standards
\n\u2022 Accounting principles, procedures, financial reporting standards and business planning processes
\n\u2022 Working knowledge of the Tax laws and related regulations
\n\u2022 Bank of Ghana regulations and Directives
\n\u2022 Operations and services of rural & community Banks and a good appreciation of operational risks
\n\u2022 Developments and trends in the financial services industry
\n\u2022 Ghana Labour laws & practices<\/p>\n
